Title & Proof of Ownership
Wyoming titles most motor vehicles, motorcycles, trailers, semitrailers, recreational vehicles, multipurpose vehicles, manufactured homes, mobile homes, and vehicles required to be registered for highway use. Watercraft registration is handled separately through Wyoming Game & Fish, and certain off-road units may require ORV or trail permits.
Title-Required and Exempt Units
Title Required
Passenger vehicles, trucks, motorcycles, trailers, semitrailers, recreational vehicles, multipurpose vehicles, manufactured homes, mobile homes, and other units required to be titled under Wyoming law.
Special / Optional Cases
ATVs, multipurpose vehicles, snowmobiles, off-road vehicles, custom vehicles, homemade trailers, and reconstructed or rebuilt vehicles may require special forms, inspections, permits, or title review before road operation or registration.
Common Exempt / Nonstandard Units
Farm equipment, implements of husbandry, certain special mobile equipment, non-road-use equipment, and some government-owned vehicles may be exempt or handled differently. Always verify by unit type and use.
Manufactured / Mobile Homes
Manufactured and mobile homes are titled through Wyoming county title procedures unless handled as real property. Dealer files should include ownership evidence, tax documents, lien information, and any county-specific requirements.
Application for Certificate of Title
Wyoming title work is generally submitted to the County Clerk in the county where the applicant resides or where the vehicle is principally garaged. Registration is generally processed separately through the County Treasurer. Dealer packets should include proof of ownership, title application, odometer disclosure where applicable, VIN inspection when required, lienholder information, sales/use tax documents, and title/registration fees.
| Title Item | Notes / Dealer Handling |
|---|---|
| New vehicle title | Manufacturer’s Certificate/Statement of Origin, dealer invoice or buyer order, title application, odometer disclosure, lienholder documents, tax documents, and fees. |
| Used vehicle title | Properly assigned title, bill of sale or purchase agreement, lien release if applicable, odometer disclosure, VIN inspection if required, tax documents, and fees. |
| Out-of-state transfer | Assigned out-of-state title, VIN inspection if required, lienholder-held title handling if applicable, Wyoming county title application, tax documentation, and registration documents. |
| Duplicate title | Requested when title is lost, stolen, mutilated, destroyed, or unavailable. Active lienholder approval or release may be required. |
| Corrected title | Used to correct owner, vehicle, VIN, lienholder, odometer, or brand information with supporting documentation and county review. |
| Salvage / rebuilt title | Requires salvage ownership evidence, parts receipts, inspection documents, rebuilt/reconstructed affidavits, and title-brand review before registration. |
| Manufactured home title | Requires ownership documents, title application, tax documentation, lienholder information, and any real-property conversion support if applicable. |
| Homemade / assembled unit | May require VIN assignment, component receipts, certified weight slip, inspection, photographs, and county/WYDOT review. |
County Clerk Workflow
Wyoming title issuance is county-based. Requirements and submission practices may vary slightly by county, especially for dealer, lienholder, branded, homemade, or manufactured-home transactions.
County Treasurer Workflow
Registration and license plates are generally handled by the County Treasurer after title work and tax obligations are addressed.
Title Only
Title-only handling may be available when a unit is not being registered for road use. Confirm eligibility with the County Clerk before quoting or submitting.
Dealer File Tip
Keep the title/MCO, dealer reassignment, buyer order, odometer disclosure, lien paperwork, VIN inspection, tax documents, county receipts, temporary permit records, and customer disclosures together.
Proof of Ownership
New Vehicles
Manufacturer’s Certificate/Statement of Origin, dealer invoice or buyer order, odometer disclosure, and lien/security documents if financed.
Used Vehicles
Properly assigned certificate of title, bill of sale or purchase agreement, lien release if applicable, and odometer disclosure where required.
Non-Title Issuing Jurisdiction
Prior registration, bill of sale, ownership affidavit, lien search or release, and county review may be required.
Government Surplus Vehicles
Government ownership certificate, SF97 where applicable, bill of sale, and any required inspection or federal-use restriction review.
Foreign / Imported Vehicles
Foreign ownership documents, customs/import documents, federal safety and emissions compliance documents, certified translation if applicable, and VIN inspection or county title review.
Bonded / Insufficient Evidence
When acceptable ownership evidence is missing, bonded title or court-order procedures may be required. Keep all attempted-contact records, bills of sale, appraisals, and prior-owner/lienholder documentation.
Brands, Duplicate, Corrected, Odometer & VIN
Title Brands
Wyoming may brand titles for salvage, rebuilt, flood, lemon/buyback, odometer discrepancy, nonrepairable, reconstructed, or similar history. Out-of-state brands should be expected to carry forward or appear as Wyoming equivalents.
Duplicate Title
Duplicate title is requested when the original is lost, stolen, destroyed, mutilated, or unavailable. If a lien exists, the lienholder may need to apply, consent, or release interest.
Corrected Title
Corrections may require the existing title, corrected application, statement of fact, supporting documents, lien release or lien correction, and applicable fees.
Odometer Disclosure
Odometer disclosure is required for covered motor vehicles at transfer. Federal exemptions generally apply for older model years, heavy vehicles, trailers, and vehicles without odometers.
VIN Inspection
VIN inspection may be required for out-of-state vehicles, bonded titles, rebuilt or reconstructed vehicles, homemade units, imported vehicles, or any title record with a VIN discrepancy.
Ownership Chain
Confirm complete title chain, reassignment forms, secure odometer disclosures, lien releases, POA authority, and any notarization before submitting to the county.
Salvage, Rebuilt, Flood, Total Loss & Abandoned Units
Salvage Vehicle
A vehicle declared total loss, salvage, flood damaged, or not roadworthy may need salvage title handling before transfer, rebuild, or resale. Insurance records and prior branded titles should be retained.
Rebuilt / Reconstructed Vehicle
A rebuilt salvage or reconstructed vehicle may require inspection, parts receipts, photographs, VIN verification, and county/WYDOT approval before a rebuilt or regular title is issued.
Flood / Odometer / Prior Brands
Out-of-state brands should be disclosed and carried forward where applicable. Dealers should provide written customer disclosure for branded units.
Junk / Nonrepairable
Vehicles branded junk, nonrepairable, parts only, destruction, or similar may be restricted from future road title or registration. Verify eligibility before accepting as retail inventory.
Abandoned Vehicle
Abandoned vehicle title may require law-enforcement involvement, owner/lienholder notice, certified mail, towing/storage records, sale documents, and county review.
Dealer Checklist
For salvage, rebuilt, abandoned, or branded units, retain title history, lien releases, insurance settlement documents, parts receipts, inspection records, photographs, sale documents, and disclosures.
Lien Law
Wyoming liens are recorded on the title record through county title processing. Dealer and lender files should confirm the exact lienholder name, address, lien date, security agreement, and release procedures before transfer, payoff, or resale.
Perfecting a Lien
To perfect a lien, submit the title application with lienholder information, security agreement details if required, and county title/lien fees. Dealer finance documents should match the lienholder shown on the title application.
Title with Lien
When a lien is active, title may be delivered to or controlled by the lienholder according to Wyoming county and WYDOT procedures. Confirm delivery instructions before submission.
Additional / Corrected Liens
Additional lien, lien correction, or lien assignment transactions may require corrected title application, existing title, lienholder authorization, and applicable county fees.
Lien Expiration
Dealer and lender files should treat liens as active until a valid lien release has been obtained and accepted by the county title office.
Assignment, Mechanic / Storage Lien, Release, UCC & Records
Assignment of Lien
Lien assignment may require an assignment document, corrected title application, current title if available, lienholder authorization, and applicable fees.
Mechanic / Storage Lien
Repair, towing, and storage lien claims may require owner/lienholder notice, certified mail documentation, invoice/storage records, sale notices, and county title review.
Release of Lien
Acceptable release may include lienholder-signed title release, lien release letter, or county-approved lien release form with VIN, owner, lienholder, and release date. Verify notarization and original-signature requirements.
Dealer Payoff
Before resale, retain payoff quote, proof of payment, lien release, title receipt, and any authorization allowing title to be sent to the dealer, buyer, or new lienholder.
UCC
Liens on non-titled collateral, inventory, or business equipment may require UCC filing outside the title system through Wyoming Secretary of State UCC filing procedures.
Records
Title and lien records are maintained through Wyoming county title offices and WYDOT systems. Verify lien status before accepting trade-ins or completing payoffs.
Transfer of Title
Wyoming transfer generally requires a properly assigned title, title application, bill of sale or purchase agreement, odometer disclosure when applicable, lien release, VIN inspection when required, sales/use tax documentation, and county title fees.
Transfer Requirements
Dealer title work should be reviewed for complete chain of ownership, accurate buyer and seller names, VIN, odometer compliance, lien release, POA authority, title brands, tax calculation, temporary permit issuance, registration requirements, and county-specific documentation.
Dealer Sale
Dealer sale packets should include MCO or assigned title, dealer reassignment, buyer order, odometer disclosure, lienholder documents, VIN inspection if required, tax documents, temporary permit paperwork, and title application.
Private Sale
Private-party buyers generally need the assigned title, bill of sale, lien release if any, odometer disclosure, VIN inspection if required, title application, tax documents, and fees.
Joint Ownership
Verify the title wording before transfer. If multiple owners are listed, required signatures may depend on “and,” “or,” estate, business, trust, or survivorship language.
Transfer Upon Death
Estate transfers may require death certificate, probate documents, letters of administration, small-estate affidavit, surviving-spouse documents, or court orders depending on ownership and estate status.
Transfer on Death
If a beneficiary or transfer-on-death process is needed, verify current Wyoming county title options and forms before relying on TOD language.
Power of Attorney
POA may be used where accepted. Odometer-related transactions may require secure POA or original signatures. Verify notarization and county original-document requirements.
Notarization
Wyoming title assignments and affidavits may require notarization depending on transaction type, title state, county process, and document used. Verify before submission.
Plate Handling
Plate transfer, surrender, replacement, or registration cancellation is handled through the County Treasurer and depends on vehicle type, registration class, and owner eligibility.
Repossession
Repossession title work should document the lienholder’s right to possession, the recorded lien, security agreement, repossession affidavit or statement, title possession, odometer disclosure, and authority to transfer the vehicle after default.
Repossession Documents
Typical packets may include repossession affidavit, title, title application, security agreement, lienholder assignment, bill of sale, odometer disclosure, lien release or lienholder statement, and applicable county fees.
Lien Not Shown on Title
If the lien is not recorded on title, additional evidence of the security interest and right to sell may be required before title can be issued or transferred.
Out-of-State Repossession
When the vehicle is titled in another state, repossession documents may need to comply with the title state’s requirements before Wyoming county title transfer.
Dealer / Lender Checklist
Verify lien status, repossession affidavit, title possession, security agreement, notice/sale documents, odometer disclosure, title brand, and any inspection or tax requirements before resale.
Registration
Wyoming registration is generally processed by the County Treasurer after title requirements are satisfied. Vehicles operated on Wyoming highways must be registered unless exempt. Registration requirements vary by county, vehicle type, weight, use, fuel type, and plate class.
Application for Registration
Registration packets generally include Wyoming title or title application receipt, proof of insurance where required, tax documents, vehicle weight/class information, plate selection, and payment of county and state fees. New residents should title and register vehicles through their Wyoming county within the required timeframe.
- County Treasurers issue registrations and plates for most vehicles.
- Commercial vehicles may require apportioned registration, IRP credentials, IFTA, USDOT, or oversize/overweight permits.
- Watercraft registration, AIS decals, snowmobile permits, and ORV permits are handled through separate Wyoming agency workflows.
- Temporary permits may be available for short-term operation while title or registration is pending.
IRP / Commercial
Interstate commercial vehicles may need IRP/apportioned registration through WYDOT Motor Vehicle Services. Verify carrier status, weight, fleet miles, USDOT number, IFTA obligations, and operating authority before registration.
Insurance
Wyoming requires proof of financial responsibility for registered vehicles. Dealers should verify proof of insurance before registration or temporary permit issuance.
Watercraft
Watercraft registration is handled through Wyoming Game & Fish. Boats may also require aquatic invasive species decals before operation on Wyoming waters.
ORV / Snowmobile
Off-road vehicles, ATVs, MPVs, and snowmobiles may require state trails or ORV permits. Road use of multipurpose vehicles may require title, registration, equipment, and county/local compliance.
Nonresidents
Nonresident vehicles properly registered elsewhere may operate temporarily under reciprocity. Nonresident ORV, snowmobile, or watercraft users may need Wyoming permits or decals.
Military
Active-duty military and nonresident service members may have special title, registration, tax, and residency rules. Verify current county and WYDOT requirements before processing.
Temporary Permits, Dealer Plates & Special Registration
Dealer Temporary Permits
Dealers may issue temporary permits when authorized and title/registration is pending. Dealer files should document buyer, VIN, sale date, insurance, tax, and title submission.
Trip / Movement Permits
Trip or movement permits may be required for unregistered vehicles, out-of-state movement, inspection movement, or short-term operation before registration.
Commercial Permits
Commercial vehicles may need IRP trip permits, oversize/overweight permits, fuel permits, or other credentials depending on use, weight, and route.
Dealer Plates
Dealer plates may be used for authorized dealer business, demonstration, delivery, or service purposes. Usage should be limited to permitted activities and documented.
Special Plates
Antique, classic, prestige, disability, military, organizational, commercial, farm, and specialty plates may require eligibility documents and separate fees.
Registration Holds
Missing title documents, tax issues, lien defects, VIN discrepancies, insurance problems, and county documentation issues can delay registration.
Fees, Plates & Registration Costs
Wyoming fees vary by county, title transaction, lien recording, vehicle type, factory cost/MSRP or valuation basis, age, weight, registration class, plate type, temporary permit, sales/use tax, commercial credentials, and specialty permits.

Taxes
Sales and Use Tax
Wyoming vehicle sales/use tax is generally collected at title/registration based on purchase price, taxable value, county/local rate, exemption status, and credit for taxes paid elsewhere. Dealers should verify the current county tax rate and county documentation requirements before quoting final totals.
Purchase Price / Value
Bill of sale, buyer order, dealer invoice, purchase agreement, appraisal, or other value documents may be required to support taxable value.
Trade-In Credit
Trade-in credit may apply if documented and permitted by current state/county rules. Keep trade vehicle details, owner name, payoff, allowance, and same-transaction sale documents.
Out-of-State Tax Credit
Credit for tax paid to another jurisdiction may be available depending on timing, residency, documentation, and current Wyoming rules.
Gift / Family Transfers
Gift and family transfers may require affidavits, proof of relationship, notarized statements, or exemption documentation and may still owe title/registration fees.
Leases
Leased vehicle tax may depend on lessor, lessee, lease terms, title owner, lienholder, registration class, and county rules. Retain lease agreement and lessor authorization.
Commercial / Fleet
Commercial and fleet tax/fee handling may differ from passenger vehicles and may require business, weight, use, carrier, and IRP documents.
Exemptions
Government, nonprofit, dealer resale, family, military, disability, farm, or other exemptions may require specific forms and supporting documents.
Dealer Tax Checklist
Retain purchase documents, tax calculation, exemption proof, trade-in documents, payoff records, lien/lease documents, county receipts, and any correspondence.
