Title & Proof of Ownership
Washington requires title for all registered motor vehicles, trailers, recreational vehicles, mopeds, motorcycles, wheelchair conveyances, ORVs, off-road motorcycles, wheeled ATVs, campers, vessels, and manufactured homes unless exempt.
Title-Required and Exempt Units
Title Required
Registered motor vehicles, trailers, recreational vehicles, mopeds, motorcycles, wheelchair conveyances, ORVs, off-road motorcycles, WATVs, campers, vessels, and manufactured homes.
Title Exempt
Tow dollies, converter gears, golf carts, certain farm vehicles, canoes, kayaks, vessels not propelled by motor or sail, vessels less than 16 feet with a motor of 10 hp or less used only on non-federal waters, USCG-documented vessels, and snowmobiles are exempt.
Manufactured Homes
Manufactured homes are titled with one title issued regardless of the number of units. Title elimination may be applied for when the manufactured home is being affixed to land owned by the applicant, after all vehicle license fees and taxes are collected.
Vessels
Vessel title is handled with Washington DOL through Vehicle Licensing Offices. Additional owners require Vessel Title Application Additional Owners (TD-420-289A).
Application for Title
A notarized or certified Vehicle Title Application (TD-420-001) or Vessel Title Application (TD-420-289) may be submitted to any Vehicle Licensing Office. Manufactured homes use Manufactured Home Application (TD-420-729). Additional vehicle owners use TD-420-001A, and additional vessel owners use TD-420-289A.

Make checks payable to Department of Licensing or DOL. Credit/debit card transactions may incur a convenience fee. Standard title delivery is approximately 6–8 weeks.
Electronic Signatures
Washington-licensed dealers may use signature-capturing software. DocuSign or similar software may be accepted if accompanied by Remote Online Notarization or Electronic Notarization. Digital signatures are not allowed on odometer disclosure statements, but certified electronic signature-capture pads may be used for odometer disclosures.
Altered Applications
If a title application contains handwritten or stamped non-signature, non-vital alterations, attach Certificate of Fact (TD-420-043). Any alteration to vital information voids the document and requires a new title application.
Title Only
Title only is issued. “Title Purpose Only” is shown in the Comments section of the title.
NMVTIS
Proof of ownership must be surrendered. Notice is sent to the issuing state. Washington provides data to and inquiries NMVTIS before issuing titles.

Manufacturer’s Statement of Origin or Manufacturer’s Certificate of Origin.
Used Vehicles
Certificate of Title.
Non-Title Issuing Jurisdiction
Certificate of Registration. A bill of sale or release of interest is required if the applicant is someone other than the registered owner of record.
Government Surplus Vehicles
U.S. Government Certificate to Obtain Title to a Vehicle (SF97-1). If marked “Not Suitable for Highway Use,” the vehicle must be licensed as an off-road vehicle.
Foreign Vehicles
Foreign ownership documents plus signed and stamped CBP Entry Summary (CBP 7501) or U.S. Department of Defense documents. Military registration is accepted for vehicles registered by a U.S. Government military entity. Canadian vehicles require Canadian Registration Certificate. English translation with notarized or certified affidavit is required for non-English documents.
Puerto Rico
Vehicles imported from Puerto Rico do not need to be accompanied by a customs document.
Ownership in Doubt, Bonded Title, Brands, Duplicate, Odometer & VIN
Ownership in Doubt
When satisfactory evidence of ownership or releases of interest cannot be obtained, the owner may apply for 3-year registration without title, apply for bonded title, or petition a Washington district or superior court for judgment awarding ownership.
Bonded Title
Bonded title requires a bond equal to 1½ times vehicle value and valid for three years. Submit original or copied letters sent to registered/legal owners, Vehicle Ownership Bond (TC-420-054) or Bonded Title or Three-Year Registration Without Title Affidavit (TC-420-008), VIN inspection, and bond. This does not apply to abandoned vehicles, snowmobiles, or Washington dealer sales.
Title Brands / Comments
Brands appear in the Brands section. Out-of-state brands carry forward with state designator. Washington brands include Antique, Contaminated, Decontaminated, Former Exempt, Former For Hire, Former Taxicab, Nonconformity/Safety Defect Corrected or Uncorrected, odometer brands, Rebuilt, Repaired-Wrecker/Insurance Bill of Sale, Returned to Manufacturer, and Street Rod. Junk, Parts Only, Flood, and similar brands may prohibit title/registration. Comments may include Bonded, Dual Registration, Duplicate, JTWROS, Leased, Modified for On-Road Use, Not Eligible for Road Use, Reprint, Title Purpose Only, and Use Tax Waived-Gift.
Duplicate / Amended Title
Duplicate title uses notarized Affidavit of Loss/Release of Interest (TD-420-040). If lien exists, lienholder must apply. Amended title uses existing title plus Certificate of Fact (TD-420-043) and supporting documents. Quick Title may be available for additional fee.
Odometer Disclosure
Odometer disclosure is required upon transfer. Odometer disclosure/title extension may be used if title reassignment spaces are full and odometer disclosure is required or if title is unavailable. Model year 2010 or older vehicles, trailers/vehicles without odometer devices, and trucks over 16,000 lbs. GVWR are exempt.
VIN Inspection
Required for destroyed, total-loss/salvage, homemade, assembled, glider kit, kit vehicle, street rod, custom, certain rebuilt vehicles, ownership in doubt, department request, class/body change, possible stolen status, or missing/altered/illegible VIN. Fee is $65.00 for inspection and $5.00 for VIN reassignment. Not required on snowmobiles or mobile homes.
Stolen, Salvage, Rebuilt, Junk & Abandoned Units
Stolen Vehicle
A WACIC/NCIC stolen vehicle search is performed on all vehicle title transactions. Title will not issue until stolen status is resolved. A recovery report must be presented if the vehicle was stolen and recovered.
Salvage / Total Loss
Owner or insurer must surrender title within 15 days of destruction or settlement of claim, or within five days of being turned over to an insurer for vessels. “Destroyed” and the salvage date must be written across the face of title. Washington does not issue a Salvage Certificate, and title will not issue until vehicle is rebuilt and passes Washington State Patrol inspection when required.
Rebuilt Vehicle
Vehicles meeting age/value thresholds must be inspected by Washington State Patrol before titling or licensing unless retained by the current owner. Required documents include legal ownership proof, parts receipts, inspection certificate, Notice of Cancellation letter, and fees. Inspection fee is $65.00. Private-party bills of sale for parts must be notarized.
Junk Vehicle
A junk vehicle must meet at least three factors: three years old or older, extensively damaged, apparently inoperable, and approximate fair market value equal only to scrap value. Junk Vehicle Affidavit (TD-420-549) may be used in abandoned/junk scenarios.
Abandoned Vehicle
An abandoned vehicle is one impounded by a registered tow truck operator and held at least 120 hours. RTTO must send required notices. Purchaser uses Abandoned Vehicle Affidavit of Sale (TD-420-550) with application for title within 15 days of sale. If RTTO retains the vehicle, title must be applied for within 45 days.
Abandoned Vessel
A vessel valued under $100 not claimed within three months may be sold after due notice. If value exceeds $100 and remains unclaimed for six months, application may be made to superior court for sale of the vessel.
Lien Law
Washington lienholder information is shown as legal owner on the title application. If a lien is placed after title issuance, the registered owner or lienholder must file an application to show the lien within 10 days. Additional lienholders are shown directly after the first legal owner.
Filing and Perfection
Lien is perfected as of the date of filing or date of creation if appearing on the current title. A transitional ownership record may perfect a security interest when title is unavailable at the time the security interest is created. Dealer report of sale may serve as transitional ownership record.
Transitional Ownership Record
Fee includes $6.00 filing fee, $0.25 license plate technology fee, $0.75 license service fee, and $11.00 service fee. Security interest is perfected when DOL receives the transitional ownership document. Selling dealer or new lienholder must submit title within 10 days of receipt or written confirmation of electronic-only ownership, lost/destroyed title, or the security interest becomes unperfected.
Lien Expiration
Liens are valid until a release is submitted.
Responsible Party
Dealer is responsible for filing a lien on a vehicle purchased through the dealership. For private-party sales, purchaser is responsible for ensuring the lien is indicated on the application.
Assignment, Chattel / Landlord / Storage Liens, Release, UCC & ELT
Assignment of Lien
Lienholder releases interest on the front of title and adds new lienholder information on the back. Registered-owner signatures are not required.
Chattel Lien
A person who provides services or materials and has not been paid may sell or take ownership with Vehicle/Vessel Chattel Lien Sale Affidavit (TD-420-072), certified lien filing copy, certified/registered mail letters, return receipts, and affidavit of service. Court order may be required in some no-record or non-owner request situations.
Landlord / Self-Storage Liens
A landlord or self-storage facility may sell or take ownership as security for rent due using Vehicle/Vessel Landlord Lien for Rent Affidavit (TD-420-052) or Vehicle/Vessel Self-Storage Lien Affidavit (TD-420-053). Manufactured home park or lot landlord liens use TD-420-727.
Release of Lien
Lienholder must assign title to registered owner or designee and send title to DOL within 10 days after proper demand to avoid penalty. Interest may be released on title or with Release of Interest (TD-420-050). If not on title, signatures must generally be notarized or certified unless secured party is a business.
Dealer Payoff
If a dealer acquires a vehicle with a lienholder, dealer must obtain title by paying off any balance due no later than the close of the second business day after acquisition.
UCC / ELT
Liens on non-titled vehicles are filed through DOL UCC Program, PO Box 9660, Olympia, WA 98507-9660, 360.664.6616, ucc@dol.wa.gov. ELT allows lenders to exchange lien/title information electronically through third-party vendors. Participation is optional; title is held electronically or mailed to lienholder.
Transfer of Title
Washington transfer is completed by assignment of title. Seller must complete Vehicle Report of Sale (TD-420-062) or Vessel Report of Sale (TD-420-063) within five business days to avoid penalties, fines, and civil or criminal liability.
Transfer Timing and Penalties
If transfer is not made within 15 days, a $50.00 penalty applies on the 16th day after delivery and $2.00 for each additional day, not to exceed $125.00. Penalty fees are not assessed on non-motorized vehicles or snowmobiles. Dealers must transfer title within 45 days of sale if delivered on a dealer temporary permit. Vessel dealers must apply for purchaser’s title within 45 days after retail sale.
New Residents
New residents must title and register vehicles within 30 days of moving to Washington and vessels within 60 days.
Damage / Brand Disclosure
Dealers must disclose in writing that a vehicle title has been branded. Vehicles reported destroyed and then rebuilt are indicated on the title.
Add / Remove Owner
Addition or deletion of a registered owner is processed as a transfer and new registration is issued. Title fees apply. Transaction is use-tax exempt if sales tax was paid when the vehicle was purchased.
Joint Ownership
Washington titles use no conjunction when more than one name is on title. All signatures are required to transfer ownership. JTWROS appears in the Comments section when joint tenancy with right of survivorship applies; both signatures are required to transfer or encumber.
Transfer Upon Death
If title is JTWROS, surviving owner may transfer with a death certificate copy. If no executor/administrator is appointed, submit death certificate and Affidavit of Inheritance/Litigation (TD-420-041) or affidavit of successor if estate is under $100,000. If estate is administered, letters testamentary, administration, or county clerk certificate is required.
Notarization / POA
Notarization of title is not required, including foreign titles. Electronically transmitted or photocopied POA is acceptable for vehicle/vessel transactions. A separate POA is required for each party; two parties cannot be placed on one POA.
Limited Assignment Space
When a Washington title has no reassignment space, a dealer-to-dealer report of sale or similar document is acceptable if chain of ownership is complete. An Odometer Disclosure/Title Extension Statement may be used. Out-of-state titles with no assignment space require notarized releases from secured parties shown.
Seller Protection
Vehicle report of sale can be submitted online. Fee is $13.25 for vehicle reports; no fee for vessels.
Repossession
After default under a security agreement, secured party may take possession without judicial process if it proceeds without breach of peace. Lienholder must be shown on the title.
Repossession Affidavit
To transfer ownership, notarized Repossession Affidavit (TD-420-042) must be submitted with title application within 15 days. Lienholder is not required to apply for a new title and may assign title to a purchaser.
Out-of-State Lienholders
The same repossession information applies to out-of-state lienholders and repossessors. Out-of-state lienholders may use Washington forms only if repossession occurred in Washington.
Foreign / Out-of-State Title
If the last title is from a foreign country or another state, an equivalent repossession affidavit may be accepted. Lienholder is responsible for complying with laws of the state where the lien was perfected.
Dealer / Lender Checklist
Verify lienholder shown on title, TD-420-042, title application timing, odometer disclosure if applicable, title brand, release/assignment authority, and whether the repossession occurred in Washington or another jurisdiction.
Registration
All vehicles operated on highways, and snowmobiles, ORVs, WATVs, off-road motorcycles, and vessels must be registered unless exempt. Registration is submitted to the County Auditor, any authorized agent, or a Vehicle Licensing Office. Application need not be filed in the county of residence.
Application for Registration
A signed Registration Certificate must be carried in the vehicle or vessel at all times. New residents must register vehicles within 30 days of establishing residency and must obtain a Washington driver license prior to registering in Washington. New residents have 60 days to register vessels.
- Exempt examples include manufactured homes, certain farm vehicles, golf carts, tow dollies, special construction equipment, electric-assisted bicycles, converter gears, vessels less than 16 feet with motor of 10 hp or less used on non-federal waters, sailboats less than 16 feet, and canoes/kayaks/vessels without sail or motor.
- Aircraft are registered through WSDOT Aviation, PO Box 47361, Olympia, WA 98504, 360.709.8015, wsdotaviation@wsdot.wa.gov. Aircraft may be registered or renewed online.
- Registration-only can be issued as “No Title Issued” when an out-of-state lienholder holds title, when Washington registration is required and another state requires title/registration, or when ownership is in doubt.
- Washington does not require registration of non-operational or stored vehicles, but a vehicle with registration expired more than 45 days parked on a public street may be impounded.
IRP

Email motorcarrierservices@dol.wa.gov. IRP Application (PR-450-011) is used to set up an IRP account, add vehicles, add a fleet, or change an account. TAP is used for IFTA, IRP, and fuel tax accounts.
Nonresidents
Properly registered nonresident vehicles may be used in Washington with reciprocity. Nonresident vessels may be used up to 60 days with reciprocity before Washington registration or permit requirements apply. AIS Prevention Permit is required for non-Washington registered vessels launching in Washington waterways.
ORV / WATV / Snowmobile Nonresidents
Nonresident ORVs must have valid ORV use permit or home-state registration. WATVs with home-state registration and metal tag or plate may be operated on reciprocal basis. Oregon residents must register ORVs for use in Washington. Nonresident snowmobiles properly registered in home state may operate up to 15 consecutive days with reciprocity.
Renewal / Expiration
Renewal reminders are sent. Renewal may be in person at Vehicle Licensing Office, by mail, or online. Credit/debit cards incur a convenience fee. Most registrations expire 12 months from issue date. Vessels expire June 30, snowmobiles September 30, and aircraft December 31.
Vessel Long-Term Moorage
Vessels in long-term moorage over 30 consecutive days may be exempt from registration upon submission of Vessel Registration Exemption (TD-420-811).
Leased Vehicles / IRP Fleets
If carrier-lessee is the IRP account holder, the carrier is responsible for registration and recordkeeping. Title and registration must show exact legal name of carrier as lessee and owner-operator as lessor. Lease agreement and Leased Vehicle Listing (PR-450-002) are required for long-term leased vehicles remaining in a prorate fleet.
Special Permits, Military & Plates
Temporary Plates and Trip Permits
Dealer Temporary License Plates are valid 45 days; fee $40.00, or $5.00 for vessels. Department Temporary License Plates are valid 60 days; fee $0.50. Vehicle Trip Permits are valid three consecutive days; fee $25.00, or $6.25 for farm vehicles valid 30 days. Vehicle Transit Permits are valid up to two days; fee $5.00.
Commercial / Special Permits
Manufactured home movement permit fee is $150.00. Out-of-State Commercial Vehicle Intrastate Permits are valid 30, 60, or 90 days and fee is 1/12 of registration fee per 30-day period. Special Fuel Tax Permits are valid three days; fee $30.00. Hunter Permits are valid 10 days and no fee.
Vessel / ORV / Snowmobile Permits
Nonresident Military Temporary Permit is valid 45 days; fee $10.00. Nonresident Vessel Permit is required before 61st day of use; valid two months; fee $25.00 for natural persons and higher per-foot fees for non-natural persons depending on vessel length. Vessel Visitor Permit is $25.00 for vessels registered in another country. Temporary ORV Use Permit is valid 60 days; fee $15.75 or no fee if properly registered elsewhere. Nonresident Temporary Snowmobile Permit is valid up to 60 days; fee $5.00.
Military
Resident active-duty personnel stationed out of state for six months or more may be exempt from sales/use tax if the vehicle was purchased at least 30 days before discharge/release and delivered outside Washington. Nonresident military stationed in Washington may retain home-state or last-duty-station registration, or title/register in Washington. Non-Resident Military Affidavit for Exemption of Excise Tax (TD-420-044) and LES may exempt excise/RTA tax.
Plates
Two plates are issued except for campers, collector vehicles, horseless carriages, dealers, mopeds, motorcycles, and trailers. Metal tags are issued to WATVs. Decals are issued to farm exempt vehicles, ORVs, snowmobiles, and vessels. Standard plates must be replaced when ownership changes or sold by dealer, but registered owner may retain plates and transfer to a replacement vehicle of the same use.
Dealer / Manufacturer / Transporter
Dealer plates may be used for personal use, demonstration, and delivery. Fee $50.75 per set of license plates, $44.75 per set of motorcycle plates, $4.00 per set of ORV/snowmobile plates, and $40.00 first vessel decal/certificate plus $20.00 each additional. Manufacturer plates may be used for testing/delivery; fee $50.75 per plate. Transporter plates may be used to drive/tow unlicensed vehicles in lieu of temporary permit; fee $50.00 per set.

Dealer estimates should account for title application fee, title service fee, title filing fee, EMS fee, arbitration fee for new vehicles, registration, replacement plate requirements, excise/RTA tax, sales/use tax, local taxes, permit fees, and any subagent or service fees.
Taxes
Sales / Use Tax
Washington sales tax is collected on 6.5% of purchase price plus applicable local tax. Use tax is based on fair market value. Sales tax is based on seller’s location, and local rates change quarterly. An additional 0.5% motor vehicle sales and use tax applies to every retail sale, rental, or lease of a motor vehicle in Washington, except certain exempt vehicles including farm tractors/farm vehicles, ORVs/nonhighway vehicles, snowmobiles, and other exempt vehicles. Effective 7/1/2026, an additional 0.5% tax applies to recreational vessels.
RTA Excise Tax
Regional Transit Authority excise tax of 1.1% of depreciated value is collected upon registration and renewal for vehicles registered in parts of King, Pierce, and Snohomish counties. Many classes are exempt, including ATVs, campers, commercial trailers, farm use, mopeds, off-road motorcycles, ORVs, snowmobiles, travel trailers, mobile homes, and qualifying heavier vehicles. Enrolled tribal members living on tribal land may use Vehicle/Vessel Excise Tax Exemption Affidavit (TD-420-023).
Vessel Excise Tax
Noncommercial vessels 16 feet and over with mechanical power or sails used on Washington waters are subject to annual 0.5% excise tax based on fair market value in lieu of property tax. Minimum tax is $5.00. Exemptions include vessels not required to be registered in Washington, commercial fishing vessels, government vessels, and vessels owned by nonprofit youth organizations.
Aircraft Excise Tax
Annual aircraft excise tax applies to privately owned small aircraft registered in Washington and used for personal or business purposes in lieu of ad valorem tax. Tax is paid to WSDOT Aviation Division. Exemptions include government aircraft, nonresident aircraft registered elsewhere, and commercial aircraft.
Exemption Certificates
Aircraft and watercraft used primarily in interstate or foreign commerce, commercial deep sea fishing operations outside Washington territorial waters, and certain large private aircraft sold to nonresidents may be exempt with Buyer’s Retail Sales Tax Exemption Certificate (27 0032).
Property / Manufactured Homes
Property tax is assessed on non-attached mobile homes, manufactured homes, state-assessed commercial vessels, and some equipment. Proof of real estate or property taxes paid is required before titling a manufactured home or moving a manufactured home by special permit.
Heavy Vehicle Use Tax
Proof of Federal Heavy Vehicle Use Tax payment is required on heavy vehicles with registered gross weight of 55,000 lbs. or more.
Rental Taxes
Rental car tax is 11.9% on rental price paid for passenger-car rentals of no more than 30 consecutive days, plus possible local taxes. Effective 1/1/2027, this tax decreases to 9.9%. Heavy equipment rental tax of 1.25% applies to qualifying heavy equipment rentals in addition to sales/use tax.
Insurance / Emissions
Minimum private-passenger insurance limits are $25,000/$50,000/$10,000. Proof of insurance must be carried in the vehicle. Mopeds, WATVs, and horseless carriages over 40 years old are exempt. Registration may require a valid emission compliance or acceptance certificate unless exempt.

Dealer Workflow
Dealer files should include title/MCO, Vehicle Title Application, report of sale, lienholder/legal owner information, odometer disclosure, required notarization/certification, tax and fee calculation, replacement plate handling, brand disclosure, and any WSP inspection or rebuilt/salvage documents.
Vessel Workflow
Vessels use Vessel Title Application and vessel report of sale. Nonresident permits, visitor permits, AIS permits, long-term moorage exemptions, and vessel excise tax should be checked before delivery or registration.
ORV / WATV / Snowmobile Workflow
ORVs, off-road motorcycles, and WATVs are titled and/or registered as applicable. Snowmobiles are exempt from title but require registration. Nonresident ORV and snowmobile permits may apply.
Manufactured Homes
Manufactured homes are titled and may be title-eliminated when affixed to land owned by the applicant. Property tax proof may be required before titling or movement by special permit.
Records
DOL Vehicle Records Section maintains title and lien records. Washington participates in NMVTIS and offers ELT through third-party vendors.
Insurance / Compliance
Proof of insurance must be carried in the vehicle. Failure to maintain insurance may result in driver license suspension or revocation. Emission compliance may be required unless exempt.
