Title & Proof of Ownership
Oregon titles all motor vehicles, trailers, mopeds, snowmobiles, campers, sailboats 12 feet and longer, and motorboats unless exempt. Trailers with a laden weight of 1,800 lbs. or less, park model recreational vehicles, and ATVs may be titled at the owner’s option.
Title-Required and Exempt Units
Title Required
Motor vehicles, trailers over the exemption threshold, mopeds, snowmobiles, campers, sailboats 12 feet or longer, and motorboats.
Optional Title
Trailers with laden weight of 1,800 lbs. or less, park model recreational vehicles, and ATVs may be titled at the owner’s option.
Title Exempt
U.S. government vehicles, implements of husbandry, well-drilling machinery, certain fire wagons/engines, fixed-load vehicles operated within the immediate construction project, farm tractors/trailers when movement is incidental to agricultural operation, golf carts, trolleys, tow dollies, converter gears, and certain non-title-eligible electric/mobility devices.
Manufactured Homes
Manufactured-home ownership may be recorded through the Department of Consumer and Business Services Building Codes Division Manufactured Home Ownership Document System unless the home is deeded as real property.
Application for Title
Application for Title and Registration (226) may be mailed to DMV headquarters or submitted in person at a DMV office. Oregon dealers may submit by mail, use EVR, or drop off transactions at a DMV Dealer Service Center. A title/registration application may also be started online.

Allow approximately 6–8 weeks for DMV title processing. Expedited titles are mailed unless pickup is requested at DMV headquarters and must be picked up within three business days after notification. Boat titles may take approximately 12 weeks through the Marine Board.
DEQ Diesel Title Restriction
Titles will not issue for certain older diesel medium-duty and heavy-duty trucks located in Multnomah, Clackamas, or Washington Counties unless retrofitted according to Oregon DEQ. Exemptions may apply using Diesel Retrofit Exemption (1403).
Park Model Recreational Vehicles
If a PMRV is to be titled, submit Park Model Recreational Vehicle Certification (274) certifying the PMRV is not permanently affixed to land for use as a permanent dwelling or is located within a mobile home park.
Electronic Signatures
Electronic signatures are accepted through an electronic signature pad at DMV field offices for title/registration applications only. Wet signatures are required on lien releases. Marine Board does not accept electronic signatures, though some notarized PDFs may be accepted. BCD accepts eNotaries and other electronic signatures.
Title Only
Title only is issued and may be used to record/release a security interest and for transfer of ownership.

New Vehicles
Manufacturer’s Certificate of Origin.
Used Vehicles
Certificate of Title.
Non-Title Issuing Jurisdiction
Current registration card and bill of sale. A Vehicle Bill of Sale may be used. For vessels, a current ownership printout on state letterhead or Vessel Bill of Sale may be used.
Government Surplus Vehicles
U.S. Government Certificate to Obtain Title to a Vehicle (SF97-1).
Foreign Vehicles
Foreign ownership documents, proof of compliance with federal vehicle standards, and Certification of Liens on an Imported Vehicle (6436). Certified translations are required for documents written in a different alphabet than English.
Surrender / NMVTIS
Proof of ownership must be surrendered. Title is not returned to the issuing state. Oregon is NMVTIS compliant.
Special Titles, Brands, Duplicate, Correction, Odometer & Inspections
Bonded / Out-of-State Brands
Oregon does not issue special titles. If the presented out-of-state title is bonded, Certification of Ownership Facts (550) must accompany the application. Out-of-state brands carry forward with a brand notation plus state name.
Title Brands
Brands appear in the Title Brands box with a red outline. Oregon brands include Assembled, Branded, Flood, Glider Kit, Lemon Law Buyback, None, Reconstructed, Replica, and Totaled. Oregon will not issue title when another jurisdiction’s ownership document indicates the vehicle is not intended to be retitled.
Duplicate / Replacement
Application for Replacement/Duplicate Title (515) is used when title is lost, destroyed, or mutilated. All lienholders must sign. Application for Title Never Received (512) may be used after required waiting periods if title was never received.
Correction
Request for Correction of Title Records (264) is used with the title. Statement of Error or Erasure of a Name (502) may correct name errors. Title fees apply unless the correction is a DMV error, vehicle-description error, or adding survivorship.
Odometer
Odometer disclosure is required at transfer and when titled in Oregon for the first time. Secure Odometer Disclosure (403) may be used after the first sale. Model year 2010 or older vehicles, trailers/vehicles without odometers, and trucks over 16,000 lbs. GVWR are exempt. Odometer Repair or Replacement Certification (6747) is required within 10 days of odometer service/replacement.
VIN / HIN Inspection
Vehicle Identification Number Inspection Form (11) and $9.00 fee are required for foreign/out-of-state vehicles, totaled vehicles, assembled/reconstructed/replica vehicles, and recovered stolen vehicles not totaled due to damage. HIN inspection is required for homemade boats, certain non-title-state boats, never-titled/registered boats, and incorrect HIN concerns.
Stolen, Salvage, Reconstructed, Junk & Abandoned Units
Stolen Vehicle
Stolen vehicles should be reported to law enforcement. If not recovered and not covered by insurance, Stolen Vehicle Notification (6927) must be submitted within the required period. If recovered with damage of 80% or more of retail market value, title must be surrendered and salvage title applied for. VIN inspection is required before retitling or registration.
Salvage Vehicle
Salvage includes vehicles declared total loss by insurer, damaged at least 80% of retail market value, or wrecked/disassembled/dismantled/substantially altered. Application for Salvage Title (229), title, prior-owner/lienholder releases, and $27.00 title fee are required within 30 days. Oregon has no salvage laws for boats.
Reconstructed / Replica / Assembled
Submit title or salvage title, releases, original releases or bills of sale for major parts, VIN inspection, applicable fees, and Assembled, Reconstructed or Replica Vehicle Certification (6511). Oregon issues the applicable Reconstructed, Replica, or Assembled brand.
Junk Vehicle / Boat
Junk, destroyed, dismantled, nonrepairable, parts-only, scrap, hulk, or similar ownership documents will not be titled in Oregon. Dismantlers submit title and Vehicle Dismantler’s Notice to DMV (270) within 30 days. For boats, submit the title to Marine Board noting the condition and complete Report of Boat Sale after destruction.
Abandoned Vehicle
Abandoned vehicles may be towed and disposed under Oregon procedures. Towing companies may hold a lien for reasonable charges. Abandoned Vehicle Certificate (271) is used when a towing company disposes of an abandoned vehicle appraised at $1,000 or less.
Abandoned Vessel
A vessel left on public property or waterway should be reported to law enforcement. Vessels of concern that may be sinking or sheening oil should be reported to the Oregon Department of State Lands.
Lien Law
Oregon liens are shown through the title application. The lienholder is responsible for filing, and a lien is perfected when DMV receives the application. Oregon does not have an ELT program, and title showing a lien is mailed to the first lienholder.
Filing and Perfection
Lienholder information is entered on the title application, and application must be made within 30 days of sale. To add a lien to an existing Oregon title, lienholder information is completed on the back of title and submitted with the application.
Second Lien
A second lienholder may be added by submitting the current title and a title application completed by the registered owner showing both lienholders. The first lienholder must provide a statement authorizing the second lienholder. Title fee applies.
Transitional Ownership Document
Transitional Ownership Document (227) may be submitted for lien perfection when the primary ownership document is not available within 30 days of sale or contract. Fee is $13.00. Primary ownership document must be received by DMV within 90 days of sale, security agreement, or contract.
Lien Expiration
Liens perfected on Oregon titles do not expire.
Assignment, Possessory Lien, Release, UCC & Records
Assignment of Lien
Lienholder submits the current title and a statement from old or new lienholder that the interest is reassigned. Current title, release from old lienholder, title application signed by owner/lessee, and title fee are required.
Possessory Lien
Possessory Liens/Abandoned Vehicles (6828) packet contains the required forms. A completed Certificate of Possessory Lien Foreclosure is required when a lien claimant or purchaser from lien foreclosure auction applies for title. Boats require original certification of foreclosure, owner/lienholder notice proof, bill of sale, fees, and possibly county marine patrol inspection.
Release of Lien
Lienholder must sign release on title and submit it to a subordinate lienholder or owner within 15 days after satisfaction. If not released on title, Statement of Lien Satisfaction (524) or Vehicle Bill of Sale (501) may be submitted. Dealers must pay off trade-ins within 15 days. Vessel liens must be released within 10 days of satisfaction.
UCC
UCC filings for vehicles exempt from titling and dealer inventory are filed with Oregon Secretary of State, Corporation Division, UCC, 255 Capitol Street NE, Suite 151, Salem, OR 97310, 503.986.2200. Online filing is available.
Title with Lien
Title is mailed to the first lienholder. DMV maintains lien records in its computer system.
ELT
Oregon has no ELT program.
Transfer of Title
Oregon title transfer is completed by assignment of title. Original lien releases are required from current lienholders. Title application must be presented within 30 days of purchase to avoid a $25.00 late fee; after the 60th day, the late fee is $50.00.
Seller and Dealer Notifications
The seller must notify DMV of sale of a titled vehicle within 10 days using Notice of Sale or Transfer of a Vehicle (6890) or online. Dealers must submit Dealer Notice of Vehicle Purchase (165) within seven days of purchase or transfer of an Oregon-titled vehicle entering dealer inventory. Dealers must notify the owner and lienholder within 25 business days if unable to submit title documents within 30 days or provide title and releases within 25 days.
New Residents
New residents must title vehicles within 30 days of establishing Oregon residency.
Boat Sale Report
A Report of Boat Sale must be made by mail or online within 30 days after transfer of a boat.
Add / Remove Owner
To add a party, submit current title, title application listing all parties, signature of at least one current owner, and title fee. To remove a party, submit the party’s release of interest on title or bill of sale, title, application, and fee. New plates/registration are not required. If a lien exists, lienholder authorization is required.
Multiple Owners
When more than one owner appears on title, all signatures are required for transfer.
Deceased Owner
If survivorship was selected, proof of death transfers to surviving owner. If not probated, each heir completes notarized Inheritance Affidavit (516). Probate requires letters of appointment and release from personal representative, or decree of final distribution if closed. Simple estates may use Simple Estate Certification (6797). Vessel transfers may require death proof, Letters Testamentary, will, or Vessel Inheritance Affidavit.
Transfer on Death
Oregon has no procedure for adding a beneficiary to a title.
Notarization / POA
Notarization of title is not required. Power of Attorney (500) or a boat POA may be used. Secure Power of Attorney for a Motor Vehicle (402A) may be used when title is lost or held by lienholder.
Limited Assignment Space
If no further title assignment space is available, assignment must be made on a bill of sale. Include additional bills of sale with the current title, title application, and title fee.
Repossession
Upon default under a security agreement, the secured party may take possession without judicial process if it proceeds without breach of peace. Oregon does not require lienholder to obtain a repo title before transferring to a new owner.
Vehicle Repossession Certificate
Lienholder, purchaser, or assignee may obtain title by submitting properly endorsed title, Vehicle Repossession Certificate (263), and title fee. If lienholder is not shown on title, submit a copy of the contract or security agreement.
Watercraft Repossession
Registered boat owners must be notified at least 10 days before transfer. Watercraft Repossession Certificate must be submitted with bill of sale, title, and title fees.
Out-of-State Repossessions
Oregon accepts other states’ repossession forms. If titled in another state, the form must accompany the out-of-state title. Repossessor must be the security interest holder on the out-of-state title, or a security agreement must be provided if no security interest holder is listed.
Dealer / Lender Checklist
Verify title endorsement, lienholder status, repossession certificate, security agreement if needed, boat-owner notice if watercraft, odometer disclosure, and whether salvage/totaled status affects title or registration.
Registration
All motor vehicles, trailers, and campers used on highways and all motorboats and sailboats 12 feet or longer must be registered. Registration is optional for trailers 1,800 lbs. or less. Snowmobiles need a decal to operate in Oregon. ATVs are not registered, but an ATV permit is required for public-land operation. PMRVs are not eligible for registration or trip permits.
Application for Registration
Application may be made by mail to DMV headquarters or online if there is an Oregon title in the applicant’s name. New residents must register vehicles within 30 days of establishing residency. Registration must be kept in the vehicle/vessel; apportioned owners may use a photocopy of the cab card.
- ATV permits are issued through Oregon Parks and Recreation Department.
- Motorboats and sailboats are registered by Registration Agents of the Oregon State Marine Board.
- Class III ATVs may be registered if manufactured for highway use.
- Registration-only generally requires titling first. If an out-of-state lienholder holds title, DMV sends a request letter with title application to the lienholder.
IRP

Nonresidents
Properly registered nonresident vehicles receive reciprocal privileges. Trip permit is required for unregistered vehicles on Oregon roads. ATV permits are required on designated public lands unless reciprocity applies. Sno-Park permits are required November 1 through May 30, and California/Idaho Sno-Park permits are valid in Oregon.
Boats and Nonresidents
Nonresident motorboats need an Aquatic Invasive Species Prevention Permit on Oregon waterways. Non-motorized boats launching in Oregon waters need Waterway Access Permit. Any boat moored in Oregon waters must be registered in Oregon. Recreational documented vessels used on Oregon waters more than 60 consecutive days must be registered in Oregon.
Planned Non-Operation
Stored or non-operational vehicles are not required to be registered or insured. Plates remain with vehicle. Boats not used on Oregon waters do not require registration, but moored boats must have current registration.
Renewal
Renewal reminders are sent. Vehicle renewal may be completed online, by mail, or at DEQ emission testing facilities if subject to DEQ. Vessel renewal may be completed at a Registration Agent, by mail, or online.
Expiration
Passenger vehicles, light trucks under 10,000 lbs., travel trailers, campers, motor homes, mopeds, motorcycles, and snowmobiles expire on a staggered daily basis. Vessels are registered for a two-year calendar period ending December 31. Heavy trucks and buses may register annually or quarterly.
Special Permits, Military & Plates
Temporary / Dealer / Light Vehicle Permits
Temporary Registration Permit is issued by agents or dealers pending registration; valid 90 days, or 30 days for boats. Dealer 10-Day Trip Permit fee is $15.00. Light Vehicle Trip Permit is $35.00 for 21 days for qualifying unregistered passenger vehicles, light trailers, motorcycles, mopeds, medium-speed electric vehicles, and low-speed vehicles.
RV / Heavy / Manufactured Structure Permits
Recreational Vehicle Trip Permit is $35.00 for up to 10 days. Oregon dealers may issue one 30-day RV trip permit to nonresident RV purchasers for $70.00. Heavy Trailer Trip Permit is $10.00 for 10 days. Heavy Motor Vehicle Trip Permit is $43.00 for 10 days. Manufactured Structure Trip Permit is $5.00 per section and valid up to 30 days; special transportation permit may also be needed.
Registered / Weight / Snowmobile Permits
Registered Vehicle Trip Permit is $7.50 for 10 consecutive days. Registration Weight Trip Permit is $5.00 for 10 consecutive days. Snowmobile Trip Permit is $7.00 for up to 60 days.
Military
Oregon residents returning from active duty outside the U.S. receive a 90-day grace period after discharge to renew. Qualified disabled veterans and former POWs may obtain special plates for $15.00 registration fee plus plate fee; registration is permanent. Nonresident military stationed in Oregon are not required to title/register vehicles if properly registered elsewhere.
Plates
Two plates are issued for most vehicles. One plate is issued for transporters, motorcycles, mopeds, trailers, campers, antique vehicles, special interest vehicles, and dealers. Plates remain with owner and most plates may transfer to a like vehicle. New residents must surrender out-of-state plates when applying for Oregon registration.
Dealer / Manufacturer Plates
Dealer plates may be used for demonstration, delivery, and certain pleasure use when owned/controlled by dealer and available for sale/display. Oregon recognizes dealer plates from bordering states only for delivery/business purposes, not demonstration or solicitation. Oregon does not issue manufacturer plates.

Oregon fees vary by vehicle MPG rating, EV status, heavy vehicle status, plate issuance, fleet status, OReGO enrollment, trip permit type, Marine Board vessel title/registration, and manufactured-home MHODS filing.

OReGO / Road Usage Charge Program
OReGO is Oregon’s road usage charge program. Enrollment is voluntary for many vehicles and allows a lower registration fee plus a per-mile charge instead of registration fees based on MPG rating. Beginning July 1, 2026, certain model year 2027+ OReGO-enrolled vehicles rated at least 30 mpg may pay a flat annual RUC option. Mandatory OReGO enrollment phases in for used EVs beginning July 1, 2027, new EVs January 1, 2028, and hybrid/plug-in hybrid vehicles July 1, 2028.
Taxes
Sales / Use Tax
Oregon has no general sales/use tax on vehicle purchases.
Vehicle Privilege Tax
Oregon vehicle privilege tax is imposed for the privilege of selling vehicles in Oregon. Oregon dealers are responsible for the privilege tax but may pass the amount to the purchaser if itemized on purchase documents.
Vehicle Use Tax
Vehicle use tax applies to vehicles purchased from dealers outside Oregon that are required to be titled and registered in Oregon. Rate is 0.5% of retail price of taxable value. Taxable vehicles generally have 7,500 miles or less or are sold with an MCO, have GVWR of 26,000 lbs. or less, and have never been registered or titled in Oregon.
Use Tax Timing / Penalty
Vehicle use tax for out-of-state purchases must be paid within 30 days of purchase, before Oregon titling/registration if not collected by dealer. Penalty is 5.0% if tax is not paid by due date and 20% if not filed within 30 days of purchase date; interest is added to unpaid tax.
Taxable and Exempt Units
Taxable units may include campers, commercial buses, commercial vehicles, electric-assisted bicycles, fixed-load vehicles, mopeds, motor homes, motor trucks, tank vehicles, required-registration trailers, truck tractors, and worker transport buses. ATVs and boats are exempt.
Privilege / Use Tax Exemptions
Exemptions include sales to nonresidents, certain short-duration admission-charged auctions, and sales where the seller takes a resale certificate from a buyer ordinarily engaged in selling vehicles. Credit may be allowed for taxes paid to another state.
Property / HVUT
There is no personal property tax on registered vehicles. Manufactured structures require property tax unless county-exempt, and County Tax Certification from the county assessor must be submitted with manufactured-home applications. Tax may also apply to PMRVs. Proof of Federal Heavy Vehicle Use Tax is required before registration for vehicles 55,000 lbs. gross weight and over unless exempt.

General Information
Dealer Workflow
Dealer packets should include assigned title/MCO, Form 226, lienholder information, title fee based on vehicle category, odometer disclosure, VIN inspection where required, original lien releases, privilege tax documentation, dealer notice requirements, and any PMRV, salvage, reconstructed, replica, assembled, or transitional ownership documents.
Boat Workflow
Motorboats and sailboats 12 feet or longer are titled and registered through the Oregon State Marine Board. HIN inspections apply in several ownership scenarios. Boat title, repossession, lien release, inheritance, abandoned, and destruction reporting follow Marine Board rules and forms.
Manufactured Home Workflow
BCD’s MHODS records ownership, security interests, and location for manufactured homes not deeded as real property. Applications may be filed through BCD or approved County Assessor, and County Tax Certification is required with manufactured-home applications.
ATV / Snowmobile Workflow
ATVs are generally not registered, but permits are required for operation on designated public lands. Snowmobiles require decals, and nonresident snowmobile trip permits are available.
Records
