Title & Proof of Ownership
Oklahoma titles all motor vehicles, travel trailers, mopeds, commercial trailers, ATVs, utility vehicles, off-road motorcycles, boats, and outboard motors over 10 horsepower unless exempt. Amphibious vehicles receive two titles: one vehicle title and one boat title.
Title-Required and Exempt Units
Title Required
Motor vehicles, travel trailers, mopeds, commercial trailers, ATVs, utility vehicles, off-road motorcycles, boats, and outboard motors in excess of 10 horsepower.
Optional Title
Low-speed electric vehicles may be titled at the owner’s option.
Title Exempt
Noncommercial trailers, agricultural trailers, auxiliary axle equipment, golf carts, USCG documented vessels, canoes, and paddleboats are exempt from title requirements.
Manufactured Homes
Manufactured homes are titled with one title issued regardless of the number of units. Title may be cancelled if permanently affixed to real estate, there are no active liens, and the title owner and landowner are one and the same. Reinstatement may use Application for Reinstatement of Cancelled Title (701-45).
Application for Title
Application for Oklahoma Certificate of Title for a Vehicle (701-6) or Application for Certificate of Title for a Boat or Outboard Motor (BM-26) is submitted to Service Oklahoma in Oklahoma City or any Driving & Auto Location. Applicant does not need to apply in the county of residence. A Park Model Recreational Vehicle Application for Title/Registration (701-4) is used for certain RVs.

Electronic Signatures
Signatures generated electronically or contained on a scanned copy are accepted. Electronic notaries are accepted on all documentation except titles.
Title Only
Title only is issued only for recording a lien on a title or for apportioned vehicles. If original Oklahoma title is issued without a registration transaction because the vehicle will later be registered under IRP, title is placed on hold until the registration transaction is completed.
Title Hold / Registration Only
If an out-of-state title cannot be provided, or the vehicle is temporarily unavailable for inspection, Oklahoma may create a hold title record to allow registration only. Title remains on hold until the ownership document is presented or inspection completed. Registration-only may also apply to interstate commercial operators whose title is issued in the home state but who need Oklahoma registration.
Dealer Tax Stamp
A motor vehicle tax stamp is required on dealer purchases and transfers. New buses, used manufactured homes, and all commercial trailers are exempt from the motor vehicle tax stamp.
Proof of Ownership
New Vehicles
Notarized Manufacturer Certificate of Origin or Manufacturer Statement of Origin, plus purchase contract, bill of sale, or Declaration of Vehicle Purchase Price (722-1).
Used Vehicles
Certificate of Title, plus purchase contract, bill of sale, or Declaration of Vehicle Purchase Price where required.
Non-Title Issuing Jurisdiction
Current Registration Certificate, plus required purchase contract, bill of sale, or purchase-price declaration.
Government Surplus Vehicles
U.S. Government Certificate to Obtain Title to a Vehicle (SF97-1). Vehicle must be newer than 35 model years old.
Foreign Vehicles
Foreign ownership documents, U.S. Customs clearance, and U.S. EPA and DOT documentation. English translation is required for foreign-language documents. Military personnel may use Military Registration and Certificate of Title of Motor Vehicle (DD 430).
Surrender / NMVTIS
Proof of ownership must be surrendered. Titles are not returned to issuing states, but states are notified by computer printout. Oklahoma provides data to and checks NMVTIS before issuing titles.
Insufficient Evidence, Brands, Duplicate, Odometer & VIN/HIN
Insufficient Evidence
Affidavit of Vehicle Ownership (753) or Affidavit of Boat/Outboard Motor Ownership (753BM) may be used when proper ownership documentation is unavailable. Applicant must submit Vehicle Information Request (769). If no contradictory record is found and affidavit is approved, physical VIN/HIN inspection is required before title issuance.
Document Hold
When any document other than a negotiable out-of-state title is presented, the Oklahoma title will be placed on document hold and not released until the negotiable out-of-state title is surrendered.
Title Brands
Brands appear in the “Type of Title” field. Out-of-state brands carry forward unless age excludes the vehicle from branding requirements. Brands include Drug Manufacture, Flood Damaged, Lemon Law Buyback, Rebodied, Rebuilt, Recovered Theft, Remanufactured, Rental, Salvage, Unrecovered Theft, and odometer brands.
Duplicate Title
Use notarized Application for Replacement Certificate of Title (701-7) with current Oklahoma registration or evidence of out-of-state residency. If title was never received, submit a statement of facts no earlier than 20 days and no later than 90 days from title issuance; replacement is issued at no charge.
Odometer
Odometer disclosure is required on all motor vehicle ownership transfers. Odometer Disclosure Statement (729) may be used on nonconforming titles. Rental Odometer Affidavit (799-23) is used for rental vehicles. Model year 2010 or older vehicles, trailers and vehicles without odometers, and trucks over 16,000 lbs. GVWR are exempt.
VIN / HIN Inspection
Vehicles previously titled in another state require inspection by Service Oklahoma agent, License Operator, or law enforcement. Out-of-state inspection may be completed by another state’s DMV or law enforcement. Fee is $4.00. Boats and outboard motors require a notarized statement confirming HIN or serial number matches the ownership document, or BM-10.
Salvage, Rebuilt, Junk, Theft & Abandoned Units
Salvage Vehicle
Vehicles 10 model years and newer are salvage if damaged by collision or other occurrence to the extent repair cost exceeds 60% of fair market value at time of loss. Insurers paying a loss must notify the owner to surrender title for salvage replacement, and Oklahoma must be notified. Title must be surrendered within 30 days of loss-payment receipt unless special insurer affidavits apply.
Rebuilt Vehicle
A salvage vehicle 10 model years or newer repaired to roadworthy condition must undergo rebuilt inspection. Submit Rebuilt Vehicle Inspection Request (788-B), salvage title, receipts for replaced parts, and proof of current liability insurance. Inspection fee is $25.00 at time rebuilt title is issued. Vehicles over 10 model years old may come out of salvage classification without inspection.
Junk Vehicle
Junk applies to vehicles incapable of operation or highway use with no resale value except as parts/scrap and 80% fair-market-value loss. Title must be surrendered within 30 days with Affidavit for Cancellation of Oklahoma Title (701-8), $4.00 junk title fee, and mail fee. Liens must be released and registration current. No subsequent title or registration may be issued; transfers use Certificate of Ownership (766).
Unrecovered / Recovered Theft
An Unrecovered Theft title is issued to an insurer that has paid a total loss on an unrecovered stolen vehicle. If recovered, the appropriate title is issued based on damage, and title is branded Recovered Theft.
Abandoned Vehicle
Owners and lienholders of a deemed-abandoned and towed vehicle are notified. Towing/storage charges must be paid to reclaim. If not reclaimed, see possessory lien procedures.
Abandoned Boat / Motor
When a boat or outboard motor is abandoned with no known owner, finder may apply for ownership by submitting statement of facts. After inspection and DPS clearance letter, titling instructions are sent to the applicant.
Lien Law
To perfect an Oklahoma lien, submit a properly completed Lien Entry Form (MV-21-A) with ownership documentation, $10.00 lien processing fee, and $1.66 mail fee. When recording a lien on a registered vehicle, boat, or outboard motor, title fee is also assessed.
Perfection and LHID
All lienholders are issued a Lienholder ID used on lien documents. A vehicle lien is perfected as of execution date if filed within 25 days; otherwise, perfection dates from filing. Boat/outboard motor lien perfection dates from filing. See Lien Filing and Release Guidelines (FL-21).
Out-of-State Lien Verification
Affidavit for Out-of-State Lien Verification (797-B) may be required when an out-of-state lienholder is in possession of title. Processing fee is $13.00 plus $1.66 mail fee. See In-State and Out-of-State Creditors (FL-705).
Responsible Party
Oklahoma dealers are responsible for filing liens on dealer sales. Lienholder is responsible for vehicles purchased from out-of-state dealers, except where a new car dealer accepts a lien to be assigned and acts as agent for lienholder. Lienholder files liens on casual sales.
Lien Expiration
Liens remain valid until evidence of satisfaction is submitted.
Assignment, Possessory Lien, Release, UCC & ELT
Assignment of Lien
Lienholder may reassign a lien to another lienholder by submitting release of initial lien, MV-21-A, and filing fees. The new lien information is reflected on title with the same effective date as the initial lien.
Possessory Lien
Persons lawfully in possession who furnish material, labor, towing, storage, safekeeping, or service may have a lien. The lien is subordinate to perfected liens unless Title 42 possessory lien procedures are followed. Filings require photo of vehicle, proof of authority to perform work/service, or claimant statement that the property was abandoned. Class AA wreckers/towing services may use Application for Junked Vehicle Title (701-10) for vehicles valued under $300.
Release of Lien
Within seven business days after satisfaction, lender must furnish lien release to Oklahoma and debtor to avoid penalty. Release must have original signature, notarized copy, or digital/electronic signature or seal. If paid by a dealer transferee, secured party must also mail certified copy of release to dealer. Lien Release Affidavit Letter (797) may be used when standard release cannot be obtained.
UCC
Liens on non-titled vehicles are perfected through UCC. Most filings are made with Oklahoma County Clerk, 320 Robert S. Kerr Avenue #203, Oklahoma City, OK 73012, 405.713.1540.
Title with Lien
Titles are held electronically or mailed to lienholder depending on lienholder preference. Titles issued July 1, 2022 to November 1, 2023 were issued to lienholder except manufactured home titles were issued to owner. Titles before July 1, 2022 were issued to owner. Paper documents are accepted and maintained through June 30, 2025.
Electronic Lien Title
ELT permits electronic filing, storage, and delivery of motor vehicle, boat, and outboard motor titles and lien perfection, assignment, and release through third-party provider. Participation is optional. LHIDs are required. Manufactured homes are not eligible for ELT. Contact Service Oklahoma Motor Vehicle Liens, PO Box 26800, Oklahoma City, OK 73126, eltaccounts@service.ok.gov.
Transfer of Title
Oklahoma transfer is accomplished by notarized assignment of title. Purchasers of new or used motor vehicles, travel trailers, or commercial trailers must obtain title and registration within two months of purchase. Other vehicles, including manufactured homes and boats, generally use a 30-day purchase timing rule.
Transfer Requirements
Notice of Transfer of Ownership of a Vehicle (773) or the removable tear-off tab on the Oklahoma title may notify Oklahoma of sale or transfer. Fee is $10.00. A $17.00 ownership transfer fee is due on Oklahoma title transfers except ATVs, off-road motorcycles, or utility vehicles. Active commercial-lender liens must be satisfied before transfer unless a limited exception applies.
Dealer Out-of-State Title Handling
When a dealer purchases a boat or motor with an out-of-state title, the dealer must apply for Oklahoma title. Used motor vehicles acquired from other states by licensed Oklahoma motor vehicle dealers may be titled in the dealership’s name or reassigned by the dealership on the out-of-state title. Used vehicle dealers are exempt from transfer registration fee when titling in their name, but revenue stamp must be attached each time a used motor vehicle dealer makes a reassignment. Commercial trailer and manufactured home dealers are exempt from revenue stamp requirement.
Lost Assigned Title
When an assigned title is lost and the previous owner cannot get a duplicate title, transfer title may be requested using Affidavit for Transfer of Ownership Following Loss of Assigned Oklahoma Title (777).
Add / Remove Owner
To add a party, current owner submits notarized assigned Oklahoma title showing the added party. Title, transfer, and lien fees apply. Removing a party follows regular transfer procedures and fees. A title with active lien cannot transfer without lien release unless adding an owner with an “and” relationship.
Joint Ownership
Joint Tenancy with Right of Survivorship uses “and/or,” and one signature transfers or encumbers. Joint Tenancy uses “or,” and either party has authority. Tenancy in Common uses “and,” and both signatures are required. If multiple names appear with no conjunction, Oklahoma issues the title with “and.”
Damage / Flood Disclosure
The Declaration of Damage or Theft section of 701-6 must be completed when applying for title on any vehicle 10 model years old or less. Flood/water-damaged vehicles must complete the Flood Damage Disclosure section.
Transfer Upon Death
If a person dies intestate leaving one vehicle, it becomes property of surviving spouse and plate may transfer. If additional vehicles or no spouse and no personal representative, vehicles may be distributed using No Administrator Affidavit (798) and death certificate. If estate value is not more than $50,000, Small Estate Affidavit (405) may be submitted with death certificate, copy of unprobated will naming applicant as vehicle beneficiary, and title.
Transfer on Death
A motor vehicle or boat title without liens may be transferred by filing Transfer on Death Notice Application (771). It may also amend or revoke a prior TOD notice. All owners joined by “and” must sign. Transfer to TOD transferee requires all owners deceased, death certificate copy, and transfer fees. Excise tax is not assessed on TOD transferee title issuance.
Notarization / POA
Notarization is required on title assignments, except assignment to/by out-of-state dealer or to an insurer settling a total loss claim. Up to $5.00 per document notary fee may apply through Service Oklahoma or License Operator. Notarized POA or certified POA copy may appoint an agent.
Assignment Errors / Limited Space
Oklahoma has detailed correction rules for misspellings, address errors, wrong-line signatures, dates, and voided assignments. If all assignments on an Oklahoma title are full, title must be obtained in purchaser’s name before transfer. Oklahoma dealers may reassign on another state’s reassignment sheet when ownership was assigned to the Oklahoma dealer on that sheet.
Repossession
After default, the lienholder may take possession without judicial process if it proceeds without breach of peace. Oklahoma requires the lienholder to obtain a Repo Title before selling the repossessed vehicle.
Required Documents
Repossession packet includes Affidavit of Repossession of a Vehicle, Boat or Outboard Motor (737), lien release, and actual or certified copy of the mortgage instrument.
Other Lienholders
Other lienholders must be notified by certified letter of impending repossession at least 10 days before the repossession affidavit is processed by Oklahoma. If a second lienholder repossesses, signed and dated lien releases from prior lienholders are required.
Approval, Insurance and Fees
All repossessions must be approved by Oklahoma. Verification of Insurance or Affidavit of Nonuse in Lieu of Liability Insurance (797) is required for motor vehicles unless repossessor is exempt from insurance verification. Reference repo package fee is $60.16, including repossession fee, title fee, insurance fee, and mail fee.
Manufactured Homes
Manufactured homes require proof of current calendar year taxes paid or not due on Form 936-R from County Assessor unless home has current registration. Repossessed homes held for consignment must have current year Form 936-R before title transfer.
Out-of-State Repossessors
Oklahoma repossession information applies to out-of-state lienholders and repossessors.
Dealer / Lender Checklist
Verify lien status, certified notices, 737 affidavit, lien releases, mortgage instrument copy, insurance/nonuse affidavit, tax status for manufactured homes, and Oklahoma approval before resale.
Registration
All motor vehicles, commercial trailers, mopeds, motorcycles used on highways, manufactured homes, boats, outboard motors over 10 horsepower, ATVs, UTVs, and off-road motorcycles must be registered. Low-speed electric vehicles, noncommercial trailers, and farm trailers are registered at the owner’s option.
Application for Registration
Registration is made through Service Oklahoma or a Driving & Auto Location. Applicant does not need to apply in county of residence. Driver license number or FEIN is required, and registration must be carried in the vehicle or boat. New or used motor vehicles, travel trailers, and commercial trailers must be registered within two months of purchase; all other vehicles, including boats and manufactured homes, must be registered within 30 days. If vehicle does not have a paper tag, it may be driven only 15 days with title or bill of sale in the vehicle.
- Affidavit for Street Legal Utility Vehicle (754-UTV) is used to register a utility vehicle for on-road use.
- Affidavit for Military Surplus Vehicle (754-MSV) is used to register a military surplus vehicle.
- Former Military Vehicle Registration Application (740) is used to register a military surplus vehicle for exhibition, parade, and similar functions only.
- U.S. government boats/outboard motors, lifeboats, canoes, kayaks, paddleboats under eight feet, racing boats, and seaplanes are exempt.
IRP
IRP is administered through the Oklahoma Corporation Commission, 2401 North Lincoln Blvd, Oklahoma City, OK 73105; PO Box 52000, Oklahoma City, OK 73152-2000. Affidavit for Issuance of Title for a Proportionally Registered Vehicle (788) is used for vehicles to be registered under IRP.
Planned Non-Operation
Vehicles must be registered annually, whether used or not, to avoid fees and penalties for the current year and one previous year. If not in use at registration, Affidavit of Nonuse in Lieu of Liability Insurance (797) may be submitted instead of insurance verification. A distinctive non-use registration decal is issued, and insurance must be obtained before operation.
Renewal
Renewal reminders are sent to vehicle owners. Boat reminders are mailed for $0.50 or emailed at no charge. Renewal may be made in person, by mail, or online. Online/mail renewal may include $6.15 plate mailing fee and $1.66 receipt/decal mailing fee.

Renewal penalties vary by vehicle type, with special commercial, fleet, boat, motor, and special mobilized machinery rules.
Plates
One plate is issued. Plates remain with owner on sale and may transfer to another vehicle, except manufactured home, special mobilized trailer, trailer exempt, commercial rental trailer, commercial trailer, farm trailer, forest trailer, private trailer, ATV, utility vehicle, and off-road motorcycle plates remain with the vehicle. Nonresidents do not surrender plates when applying for Oklahoma registration.
Special Permits, Military & Dealer Plates

Taxes
Sales / Use Tax
Oklahoma sales/use tax is 1.25% of purchase price on vehicle sales/transfers unless exempt. Trade-in vehicle value may be exempt from sales tax for most vehicles. Sales tax must be paid within 30 days of sale to avoid interest, and after the 45th day a penalty is assessed. Remote sellers with at least $100,000 in Oklahoma taxable sales in the preceding or current calendar year must collect sales/use tax.
Vehicle Excise Tax
Excise tax is assessed on each transfer unless exempt. New vehicles are taxed at 3.25% of purchase price. Used vehicles are taxed $20.00 on the first $1,500 of taxable value plus 3.25% of the remainder. If purchase price is not within 20% of average retail value, value may be modified and excise tax assessed on the modified taxable value. Credit is not allowed for trade-in.
Commercial Vehicle Excise Tax
Excise tax is $10.00 on any truck or truck-tractor with laden or combined laden weight of 55,000 lbs. or more, trailers or semitrailers primarily designed to transport cargo over Oklahoma highways, and frac tanks. Excise tax on all commercial vehicles is in lieu of sales/use taxes.
Boats / Motors
Excise tax on new boats and motors is 3.25% of MSRP. Used boat/motor taxable value decreases 35% annually. Boat motors over 10 horsepower are subject to excise tax; boat motors 10 horsepower or less are subject to sales/use tax. Tax penalty for boats and motors is $0.25 per day, not exceeding the tax amount.
Manufactured Homes
New manufactured-home excise tax is 3.25% of half the retail selling price, excluding Oklahoma state taxes. Used manufactured-home excise tax applies to 65% of one-half the resale price, excluding Oklahoma state taxes. If nonresident owner registered home in former state at least 60 days before moving to Oklahoma, no excise tax is due. Homes assessed as part of real property are not subject to excise tax with proof of assessment.
ATVs / UTVs / Off-Road Motorcycles
Excise tax on ATVs, utility vehicles, and motorcycles used exclusively off-road is 4.5% of actual sales price unless an agricultural exemption applies. Minimum tax is $5.00. Vehicle is exempt if not required to be registered but owner chooses to register. ATVs, UTVs, and off-road motorcycles with Agricultural Exemption Permit are sales-tax exempt.
Exemptions
Exemptions include certain manufactured homes, boats/outboard motors, special mobilized machinery, low- and medium-speed electric vehicles if motor vehicle excise tax paid, private/farm trailers, IRP vehicles, commercial trailers/semitrailers transporting cargo, certain family transfers using Family Affidavit (794), inheritance, new-resident qualifying vehicles, IRP lessor/lessee transfers, and certain lease acquisition transfers. 701-31 is used for motor vehicle sales tax exemption certificates. 701-29 is used by tax-exempt organizations.
Excise Penalty
Failure to pay excise tax within 30 days after legal ownership or possession results in $1.00 per day penalty, not exceeding the amount of tax. Boat/motor penalty is $0.25 per day, not exceeding tax amount.
Ad Valorem Tax
Manufactured homes are assessed ad valorem tax January 1 annually. Proof of current paid ad valorem tax, Form 936-R or other receipt, must be obtained from County Assessor before transferring ownership. If permanently affixed to real estate and title cancelled, the home is assessed as real property improvement.
