Title & Proof of Ownership

Nevada titles all motor vehicles, recreational vehicles, trailers, OHVs, and motorized vessels. Manufactured homes are titled unless converted to real property. Mopeds and special mobile equipment may be titled at the owner’s option.

Application for Title

All Nevada vehicle transactions begin online through MyDMV or DriveNV. A properly endorsed title is used in lieu of a separate title application. Licensed Nevada dealer transactions use an Electronic Dealer, Rebuilder or Lessor’s Report of Sale or Lease (EDRS), and all EDRS data must be submitted electronically through the Motor Vehicle Industry Portal (MVIP). A copy of the EDRS must be given to the purchaser not less than 10 days before the temporary placard expires.

Allow approximately six weeks to receive a standard title. Vessels are titled through NDOW; new and untitled vessels and out-of-state titled vessels must be processed in person at a local NDOW office equipped for titling. Previously Nevada-titled vessels may be transferred by mail.

Manufactured Homes

Manufactured homes are titled through the Nevada Housing Division in Carson City or Las Vegas. One title is issued regardless of the number of units. Certificate of Title Transfer (T1) is used to transfer ownership or update the current record. Conversion to real property requires an inspection form from the County Assessor.

Electronic Signatures

Electronic signatures are accepted when approved and authenticated, except on secure documents. Existing original titles or MCOs are not accepted with e-signatures. NDOW allows certain e-signed documents, and documents with electronic notary may be accepted from a registered Electronic Notary Public.

One and the Same

A One and the Same Affidavit (VP-185) or Nevada Off-Highway Vehicle One and the Same Affidavit (OHV-017) may be used when an individual is known by more than one name.

Title Only

Nevada may issue title without registration. This is useful when the unit will not be operated but ownership still needs to be established or transferred.

Proof of Ownership

New Vehicles

Manufacturer’s Certificate of Origin and EDRS. MCO is not required to be notarized for DMV vehicle transactions; Nevada Housing Division requires notarization of MCOs for manufactured homes.

Used Vehicles

Certificate of Title. If purchased out of state, invoice or bill of sale is required in lieu of EDRS.

Non-Title Issuing Jurisdiction

Registration certificate or certified copy of the state record. If leased or liened, lease agreement or security agreement is required for registration purposes only.

Government Surplus Vehicles

U.S. Government Certificate to Obtain Title to a Vehicle (SF97-1). Vehicle must be titled in purchaser’s name before transfer. Military surplus vehicles require Military Surplus Vehicle Inspection (VP-017).

Foreign Vehicles

Foreign ownership documents, CBP 7501, NHTSA HS-7, and EPA 3520-1. Canadian vehicles require current Canadian registration and lien search from the province where last registered. Non-English documents must be translated by a DMV-approved translator.

Vessels / OHVs / Manufactured Homes

Use Bill of Sale (VP104), OHV Bill of Sale (OHV-006), invoice or bill of sale for vessels, Dealer Report of Sale & Transfer Affidavit (T5) for manufactured-home dealer sales, and Bill of Sale (T12) for private-party manufactured-home sales.

Surrender / NMVTIS: Proof of ownership must be surrendered. Titles are scanned and destroyed; documents are not returned to the state of origin, but the state is notified. Nevada provides data to and inquiries NMVTIS before issuing titles.

Special Titles, Brands, Duplicate & Inspections

Bonded Title

When ownership evidence is insufficient, a Nevada resident may obtain a bonded title using Affidavit for Bonded Vehicle Title (VP-271), vehicle inspection, bond based on original MRP, and Vehicle Bond Affidavit (VP-272). Bond remains in force three years. Manufactured-home bonded title uses Bonded Certificate of Title Transfer (T13) with pre-approval by the Housing Division.

Title Brands

Brands appear in the “Vehicle Brands” field with the date applied. Out-of-state brands carry forward. Nevada brands include Bonded Title, Flood Damage, Lemon Law Buyback, Non-Rebuildable, Non-Repairable, Non-U.S. Vehicle, Not Street Legal, Rebuilt, Reconstructed, Salvage, Specially Constructed, and Total Loss. Salvage titles are orange; non-repairable certificates are white; OHV titles are green.

Duplicate / Erasure

Duplicate title uses notarized VP012 or OHV-007. Turbo Titles may be available to residents. Erasure Affidavit (VP019), vessel erasure affidavit, or OHV-011 is used when title documents contain an error.

Odometer

Odometer disclosure is required upon vehicle transfer. Exemptions include model year 2010 or older, trailers and other vehicles without odometers, and trucks over 16,000 lbs. GVWR. Odometer mileage is also reported at initial registration, renewal, and transfer of registration for motor vehicles of all fuel types, with exemptions for motorcycles, mopeds, RVs, farm vehicles, and IRP vehicles over 10,000 lbs.

VIN / HIN Inspection

Vehicle Inspection Certificate (VP015) or OHV Inspection Certificate (OHV-002) is required for vehicles never previously registered/titled in Nevada, rebuilt salvage or reconstructed vehicles, and insufficient ownership evidence. NDOW performs HIN inspections when original MCO is unavailable, vessel comes from a non-title state, HIN is handwritten, or HIN error is suspected.

Assigned VIN

Assigned VIN may be required when VIN is missing, false, removed, defaced, altered, obliterated, or when rebuilt/reconstructed/specially constructed components have conflicting VINs. OHV-005 is used for OHVs.

Stolen, Salvage, Rebuilt, Junk & Abandoned Units

Stolen Vehicle

A police report is required. Un-Recovered Vehicle Title Request Form (VP243) or OHV-026 is submitted with title for an unrecovered stolen vehicle. Registration is suspended until DMV is notified of recovery.

Salvage / Total Loss / Flood

Salvage includes total loss, flood-damaged, nonrepairable, or similar title designations. Total loss generally means repair cost exceeds 65% of fair market value. Flood damage includes submersion above the door sill where water entered passenger, trunk, or engine compartment and contacted electrical system or total-loss water-damage settlement.

Salvage Title Application

Insurer, lienholder, or owner must obtain salvage title as applicable. If lienholder holds title, owner must notify lienholder within 10 days that vehicle became salvage, and lienholder must apply for salvage title within 30 days of notice. Application for Salvage Title or Non-Repairable Certificate (VP213) is used with ownership documents and fee.

Non-Repairable

Non-repairable vehicles may only transfer between licensed automobile wreckers, dismantlers, or recyclers. VP213 or VP260 may be used. No fee applies for Non-Repairable Vehicle Certificate, and the vehicle may not be titled, registered, or restored for Nevada highway use.

Rebuilt Vehicle

Authorization is required to rebuild a five-year-old or newer vehicle with salvage title. Authorization for Vehicle Restoration (VP209), salvage title, and VP-64, VP-64M, or VP223 are used. Certain major repairs require a Rebuilt brand even if the vehicle does not meet salvage definition; VP064A and inspection by a licensed garage/body shop and DMV are required.

Junk / Abandoned / Dismantled

Junk vehicles have principal value as scrap not exceeding $200.00. Affidavit of Dismantling (T7) reports a dismantled/destroyed manufactured home. Abandoned vehicles must be declared by law enforcement or property owner; abandoned recreational vehicle title may use VP267 with proof of notice, photo, VP015, and fees. NDOW must receive written notice for vessel abandonment.

Lien Law

Nevada requires lienholders normally engaged in financing vehicles to participate in the Electronic Lien and Title Program. The Nevada ELT number must be recorded, and the dealer enters the lienholder/lessor information on the EDRS. Nevada does not allow more than one lienholder on a vehicle title.

Filing & Perfection

Reference lien tables identify Nevada perfection as the date of filing. The MCO or assigned title and title fee must be submitted. Dealer sales require dealer lien entry through EDRS/MVIP.

Manufactured Home Lien

Fee is $60.00 to file a notice of lien on a manufactured home.

Responsible Party

Dealers are responsible for filing liens on dealer sales. Lienholders are responsible for filing liens on private-party sales. Out-of-state dealers follow their own state’s law for nonresident sales.

Title with Lien

Vehicle titles with liens are held electronically. Paper titles are mailed to the lienholder where paper title applies.

Assignment, Lien Sales, Release & UCC

Assignment of Lien

Current lienholder releases lien on title, registered owner signs as seller and buyer, and title is mailed to new lienholder. For manufactured homes, T1 may update lienholder. For electronic titles, Electronic Lienholder Reassignment Affidavit (VP-268) and authority documentation are used.

Lien Sales

Wreckers, tow operators, garages, storage facilities, trailer parks, body shops, and salvage pools may process lien sales to recover costs. Notice of Lien Sale must be submitted to Titles Section at least seven business days before sale and when notice is made to registered/legal owner. Lien Sale Affidavit (VP147), VP201, notices, publication, inspection or appraisal, acquisition documents, and title fee may be required.

Release of Lien

Liens must be released within 15 days of satisfaction to avoid penalty. ELT liens must be released electronically, and clear title is mailed to owner. Dealers must satisfy liens on trade-ins within 30 days. Paper lien release may use notarized VP186, OHV-018, or vessel lien-satisfied affidavit.

UCC

Liens on non-titled vehicles are recorded through Nevada Secretary of State, UCC, 401 North Carson Street, Carson City, NV 89701-4069, 775.684.7100. Filing may be completed online.

Electronic Lien & Title Program

All lienholders must use Nevada’s electronic lien system to process notifications and releases of security interests, except persons not normally engaged in vehicle financing. Lienholders may contract with a service provider or use the ELT Hub, depending on ELT Hub requirements. Each lienholder receives a unique ELT number.

Transfer of Title

Transfer is completed by assignment of title. Any lien must be released before transfer. Nevada dealers must submit documents to complete transfer to DMV or NDOW within 30 days of sale, 20 days if the vehicle/vessel is new, 30 days for new manufactured homes, and 45 days for used manufactured homes.

Dealer Transfer and Damage Disclosure

Seller may complete and retain a bill of sale as proof of sale. Any person transferring a motor vehicle must disclose in writing known information about whether the vehicle is salvage, rebuilt, or reconstructed. Dealer transactions are documented through EDRS/MVIP when applicable.

Add / Remove Owner

Title must be assigned to the new owner(s) under joint-ownership rules, and new registration must be obtained. Liability insurance must be in the same names that will appear on the new title and registration. If a lienholder exists, lienholder must approve the change.

Joint Ownership

For vehicle titles, “and” or no conjunction requires all owners to sign. “Or” or “and/or” allows one signature. Manufactured homes and vessels use “and” and “or”; manufactured homes also use JTWROS, and all living parties must sign to transfer ownership.

Transfer Upon Death

If title uses “or,” the remaining owner may act as sole representative. If title is in decedent’s name only or uses “and,” death certificate and Letters of Administration or probate documents are required. Estates not exceeding $25,000, or $100,000 for surviving spouse, may use Affidavit for Transfer of Title (VP024) after a 40-day waiting period. Equivalent OHV, vessel, and manufactured-home forms may apply.

Transfer on Death

Transfer on Death Application (VP239), OHV TOD application, vessel TOD application, or T1 for manufactured homes may add/remove a beneficiary. Beneficiary cannot be added if a lienholder exists or ownership is tenants in common. After owner death, beneficiary submits title, title fee, and certified death certificate.

Notarization

Notarization is not required on vehicle titles. Seller signatures on manufactured-home Certificates of Ownership must be notarized.

Power of Attorney

Notarized Power of Attorney (VP136) or general POA may appoint an agent. POA may not disclose odometer reading. Secure Power of Attorney (VP221) is used when title is held by lienholder or lost. Equivalent OHV, vessel, and manufactured-home POAs may apply.

Limited Assignment Space

When no assignment space remains, a dealer may use Dealer Reassignment of Title for a Motor Vehicle (VP-190). The VP-190 control number must be written in the upper-right corner of the back of the title, and the VP-190 must be attached.

Registration Copy / Insurance

When names change, new registration is required and Nevada liability insurance must match the names on the new title and registration.

Repossession

Upon default under a security agreement, a lienholder shown on title may take possession without judicial process if it proceeds without breach of peace. Nevada repossession rules also apply to out-of-state lienholders and repossessors.

Law Enforcement Report

If a vehicle is repossessed without the owner’s knowledge, a verbal report must be made to law enforcement in the county where repossession occurs.

Notice Before Sale

Lienholder must give written notice to owner of intent to sell the vehicle at least 10 days before sale.

Title in Lienholder Name

To obtain title in lienholder’s name, a notarized Repossession Affidavit (VP020) must be attached to the outstanding title. The title must be released by lienholder as shown on the face of title.

Direct Assignment to New Owner

Lienholder may assign title to a new owner without first obtaining title in lienholder’s name by submitting the Repossession Affidavit and transfer documents.

Plates

License plates must be returned to the person from whom the vehicle was repossessed.

Other Unit Types

Equivalent forms include OHV-014 for OHVs, Repossession Affidavit for vessels, and Transfer without Sale Affidavit (T2) for manufactured homes.

Registration

All vehicles moved on highways, OHVs, and motorized vessels must be registered. Nevada-based special mobile equipment weighing 26,000 lbs. or more may receive an identification letter and license plate. Manufactured homes, electric bicycles, electric scooters, implements of husbandry, golf carts, OHVs 70cc or less, towable tools/equipment, and motorized wheelchairs are exempt.

Application for Registration

Online registration is available through DriveNV or MyDMV. If not eligible online, Application for Vehicle Registration (VP-222) must be submitted in person to a DMV office. Registration must be completed within 30 days of purchase date shown on EDRS to avoid late fees. New residents must register within 30 days of establishing residency, and failure to register may incur a $1,000 penalty. Registration must be carried in the vehicle.

  • Vessels are registered through NDOW and all vessels using Nevada waters must display an Aquatic Invasive Species decal.
  • Vehicles over 26,000 lbs. gross weight must register with Motor Carrier Division unless private and not for commercial use.
  • Registration-only is available for persons entering Nevada who want to keep out-of-state title but register in Nevada.
  • Registration may be cancelled online; plates should be surrendered before canceling insurance.

Nonresidents

A properly registered nonresident vehicle may operate in Nevada for no more than 30 days in one year without Nevada registration. If used for gainful purpose, owner must immediately apply. Out-of-state commercial vehicles 10,000 lbs. or less used for business must obtain a Non-Resident Business Permit within 10 days. Commercial vehicles 10,001 lbs. GCWR or more must obtain a permit before entering Nevada.

OHV / Vessel Nonresidents

Out-of-state registered OHVs may be used in Nevada for up to 15 days without Nevada registration. All vessels using Nevada waters must display an AIS decal.

Planned Non-Operation

Late fees may be avoided by completing Affidavit of Non-Operation (VP-18) with registration renewal if the vehicle was not driven. For planned non-operation, registration must be cancelled and plates surrendered before cancelling liability insurance.

Renewal

Renewal reminders are sent. Renewal may be by mail, online, DMV office, Rural County Assessor office, Self-Service Renewal Kiosk, participating emissions station, or select AAA office. Kiosk processing fees apply. NDOW provides online vessel renewal.

Expiration and Late Fees

Passenger cars, trucks, trailers, and motorcycles expire on a daily staggered basis. Fleet vehicles with 10 or more vehicles may expire December 31. Other vehicles and vessels expire December 31. Late fees include $6.00 per month on past-due registration fee plus 10% of past-due Governmental Services and Supplemental Governmental Services Taxes, with $6.00 minimum calculated every 15 days.

Special Permits, Military & Plates

Temporary / Movement Permits

Dealer temporary placard is valid 30 days. Vessel Temporary Operating Permit is issued by NDOW or boat dealer. Non-commercial movement permits may be 10 days for emissions-related circumstances or 30 days for vehicles not yet registered in owner’s name; fee $1.00. 30-Day Special Drive-Away Permit is $8.25 and requires insurance. In-State Movement Permit is valid 24 hours at $8.25 per day.

Commercial / ODV Permits

Nonresident Business Permit is valid one year: $200.00, plus $150.00 for each additional vehicle permit. Commercial Trip Permit for out-of-state commercial vehicles 10,001 lbs. or more GVWR includes $5.00 plus $0.15 per mile; special fuel permits are $30.00. Unladen Weight Permit is valid 15 days and costs $10.00. ODV permits are issued by Nevada DOT; annual ODV permit is $60.00 and five-day ODV permit is $25.00.

Military Registration

Nonresident active-duty military and dependents are not required to register in Nevada if not employed in Nevada and if valid home-state registration and insurance are maintained. If choosing Nevada registration, VP203 or VP203s and recent LES are submitted for Governmental Services Tax exemption. Late fees may be waived for active-duty military assigned to combat/combat support with VP258.

Plates

Two plates are issued except trailers, motorcycles, and mopeds. Plates remain with owner. If not transferred within 60 days, or 30 days for special plates, plates must be surrendered. New residents must surrender out-of-state plates when applying for Nevada registration.

Dealer / Manufacturer Plates

Dealer/manufacturer plates may be used for demonstration, display, sale, maintenance, exchange, or personal use by business principal, department head, corporate officer, or salesperson. Fee is $16.25 per plate and $4.25 for each OHV dealer plate. Use Business License Plate Application (OBL239).

Out-of-State Dealer Plates

Out-of-state dealer or manufacturer plates may be used in Nevada in compliance with the statutes of the issuing state.

Credits and Refunds

Credit for unused portion of current registration fees on a cancelled registration may be used toward another vehicle registered in the same name. Registration refunds are available in extenuating circumstances using Registration Refund Request (VP210) with license plates. Sales/use tax may be refunded if erroneously or illegally collected.

Sales / Use Tax

Nevada sales tax has a 6.85% minimum statewide rate plus any county option tax. Current rates are shown online. Taxes are collected by the dealer based on actual purchase price. Credit is allowed for trade-in except on ORV sales. For vessels, a credit of the local portion of the tax is allowed based on the trade-in value of the vessel. Sales tax is not collected on private-party sales.

Governmental Services Tax

Nevada registration may include Governmental Services Tax and Supplemental Governmental Services Tax. Late fees include a 10% penalty on past-due Governmental Services and Supplemental Governmental Services Taxes, with minimum penalties and proration rules.

Military Exemption

Nonresident active-duty military and dependents choosing Nevada registration may submit VP203 or VP203s with recent Leave and Earnings Statement to claim Governmental Services Tax exemption.

Short-Term Rental / P2P

Short-term leases of 31 days or less are subject to a Governmental Services Fee of 10% of the lease amount, submitted quarterly to Nevada Department of Taxation. Clark and Washoe counties charge a 2.0% car rental fee. Peer-to-peer car sharing is also subject to a 10% Governmental Services Fee plus applicable county rental fees.

Lease Tax Election

The lessor may pay sales/use tax on the cost of a passenger vehicle or on gross lease/rental charges. If lessor pays sales tax on cost, it cannot collect tax from lessee on the gross lease/rental charge.

Credits / Refunds

Sales or use tax may be refunded if erroneously or illegally collected. Registration credit may be used toward another vehicle registered in the same name after cancellation.

County Option Rates

County option tax may change the total sales/use tax rate. Dealers should use the current Nevada rate lookup before quoting or collecting taxes.

General Information

Dealer Workflow

Dealer, rebuilder, and lessor report of sale/lease data must be submitted electronically through MVIP. Dealer packets should confirm EDRS, lienholder ELT number, tax collection, title fee, title processing fee, insurance name match, odometer disclosures, and temporary placard timing.

Lease Information

Leased vehicles follow the same procedures as privately owned vehicles. Lessor must be licensed by DMV Compliance Enforcement Division, Occupational and Business Licensing Office. EDRS is the primary registration document for vehicles leased to Nevada residents. Owner information is entered as lessee(s), lessor, and lienholder if applicable. Title and registration are generally issued in the names of lessee and lessor.

Insurance Requirements

Minimum insurance is $25,000/$50,000/$20,000; P2P owners and drivers require $50,000/$100,000/$20,000. Mopeds are exempt. Higher limits apply to motor carriers. Coverage is verified electronically, proof must be carried, and registration must be cancelled and plates surrendered before canceling liability insurance.

Failure to maintain Nevada liability insurance may result in registration suspension, reinstatement fee/fine, possible SR-22 requirement, and driver license suspension.

Inspections / Emissions

VIN inspections are required for vehicles never registered or titled in Nevada, rebuilt salvage or reconstructed vehicles, and insufficient ownership. Movement permits may be issued for emissions-test purposes after repairs or similar circumstances.

Records

Lien records are on file with DMV Central Office. Vehicle titles with liens are electronic under ELT. Nevada provides data to and inquiries NMVTIS before issuing titles.
