Motor vehicle deadline
Motor vehicles, motorcycles and commercial trucks generally must be titled and registered within 60 calendar days.
Other-unit deadline
Trailers, manufactured homes, ATVs and watercraft generally have a 30-day filing deadline.
Walk-in processing
Customers should expect to visit a State Revenue Office to complete registration and receive plates or registration documents.
State tax
Standard state sales/use tax is 6.5%. Qualifying used vehicles priced from $4,000 through $9,999.99 use a reduced 3.5% state rate.
Local tax cap
Eligible highway vehicles, watercraft and manufactured housing generally cap each local jurisdiction’s taxable amount at $2,500.
Title and lien repository
The DFA Office of Motor Vehicle administers vehicle registration, title and lien-perfection procedures used by State Revenue Offices.
Title & Proof of Ownership
Applications, ownership documents, odometer disclosure and title-exempt units.
Vehicle application
Arkansas Form 10-381 is used for vehicle title and registration processing and contains vehicle, owner, lienholder, fee and Revenue Office fields.
Watercraft application
Use the Application for Watercraft for motorboat registration, ownership changes, lienholder information and title processing when a boat is title-eligible.
Proof of ownership
Submit the original MCO or assigned title. A prior registration and bill of sale may apply when the prior jurisdiction did not issue a title.
Assignments
The seller must properly reassign the ownership document to the buyer. Ordinary Arkansas title transfers generally do not require notarization.
Odometer
Use the original disclosure signed by buyer and seller when required. Model year 2010 and older vehicles, trailers, vehicles without odometers and trucks over 16,000 lbs. GVWR are generally exempt.
Non-titled collateral
Snowmobiles, golf carts, qualifying motorized bicycles, special mobile equipment and other title-exempt property may require UCC filing when financed.

Title-record lien
For titled vehicles and trailers, submit the application, ownership document, security instrument and lien fee. Dealers are responsible for filing liens on dealer sales, but the lender should verify perfection.
Perfection timing
A lien may relate back to execution when the required delivery is completed within the applicable 30-day period; otherwise, priority may date from delivery.
Release
A lienholder should release the lien promptly after final payment using the title or DFA’s official release form. Statutory penalties can apply to delayed releases.
UCC1
Use UCC only when Article 9 applies to non-titled collateral. The Arkansas Secretary of State lists a $16 UCC1 filing fee, with $0.50 charges for applicable additional-party or addendum forms.
Exact debtor name
UCC filings are indexed exactly as presented. Use the debtor’s exact legal individual or registered-organization name—not only a trade name.
Public-record privacy
Do not include Social Security numbers, financial-account numbers or unnecessary personally identifiable information in the public UCC record.
Transfers & Repossession
Assignments, plate transfers, powers of attorney and creditor transfers.
Assignment
Transfer is completed through the title assignment. Sellers and buyers should print and sign their names in the designated spaces and preserve the original document.
Plate ownership
Plates generally remain with the owner and may be transferred or surrendered. Permanent trailer plates are not transferred with the trailer.
Power of attorney
Use Arkansas’s vehicle-transaction power of attorney when a representative signs or accepts title delivery for an owner or company.
Exhausted assignments
A licensed dealer uses the secure dealer-reassignment process when all title-assignment spaces are filled.
Repossession
A perfected lienholder may repossess after default without judicial process when it can proceed without breach of the peace, then use the Arkansas repossession affidavit and title assignment as applicable.
Unperfected foreign lien
When an out-of-state title does not identify the repossessing creditor, Arkansas title issuance may require a court order or another transaction-specific remedy.
Registration, Plates & Deadlines
Walk-in service, weight classes, motorcycle CC and late penalties.
Revenue Office
Registration may be completed at a State Revenue Office, and the applicant generally is not limited to the county of residence. Online preregistration may shorten the visit.
Motorcycle CC
Annual motorcycle registration is $3 below 250cc and $7 at 250cc or more. A registered sidecar adds $2.
Passenger weight
Passenger vehicles and motor homes are $17 through 3,000 lbs., $25 from 3,001–4,500 lbs., and $30 at 4,501 lbs. or more, before applicable components.
Late registration
The estimate adds $3 for each 10 days or fraction late, capped at the annual registration fee. A qualifying non-use affidavit may waive the penalty.
Registration only
A non-negotiable registration may be issued for interstate operators or when an out-of-state lienholder retains the foreign title.
Temporary operation
The workbook identifies conflicting temporary-tag guidance. The calculator does not hardcode a fee or validity period until current DFA guidance is reconciled.

Sales, Use & Local Taxes
Taxable base, trade credit, used-vehicle tiers and address lookup.
Taxable base
Default base: purchase price plus rebate, freight, extra equipment, warranty and taxable dealer charges, less eligible trade-in, vehicle-sold credit and federal excise tax.
Used-vehicle tiers
A qualifying used motor vehicle, trailer or semitrailer under $4,000 has no state tax; $4,000–$9,999.99 uses 3.5%; $10,000 or more uses 6.5%. Local tax is not reduced.
Trade and sold-vehicle credit
Eligible vehicle trades reduce the taxable base. A separately sold vehicle may qualify for credit when the documented sale and purchase fall within the statutory window.
Local rates
County and city rates follow the delivery or first-use address. Verify the exact address using DFA’s lookup instead of relying only on a city name or ZIP code.
Local cap
For eligible transactions, each city and county component is calculated on no more than $2,500. ATVs, other off-road units and boat trailers are not capped.
Personal property
Licensed vehicles and watercraft are assessed as personal property. Assessment occurs annually, and late reporting after May 31 may trigger a 10% assessment penalty.
Watercraft, ATVs & Manufactured Homes
Special applications, title years, registration terms and non-title financing.
Watercraft title year
Arkansas issues a title for a boat with a model year of 2020 or newer. Earlier boats generally receive registration only.
Watercraft registration
Sail- or motor-propelled boats used on public waters generally must be registered within 30 days. Fees range from $7.50 to $105 for a three-year term based on length.
Boat documentation
Provide HIN verification, ownership evidence, county assessment and tax-payment proof. Personal watercraft and motorboats over 50 horsepower require at least $50,000 liability coverage.
Casual boat sale
Arkansas does not collect sales tax on an individual-to-individual casual sale of a boat. A boat trailer must be separately itemized and follows its own tax rules.
ATV
ATVs are titled and registered through DFA. Their $5 registration and uncapped local-tax treatment are included in the calculator.
Manufactured home
Manufactured homes use the title/registration workflow. A new home’s state-tax calculation may use 62% of acquisition price; later sales may qualify for exemption and require verification.
Dealers, Commercial Vehicles & Military
Truck schedules, IRP, dealer duties and qualifying exemptions.
Commercial truck schedule
Class 2–8 truck registration is based on declared gross loaded weight and the applicable Arkansas fee class. The calculator imports the workbook schedule through 80,000 lbs.
IRP
Interstate apportioned registration is administered through the Arkansas OMV/IRP Unit. IRP, UCR, HVUT and permit charges are not inferred by this consumer calculator.
Dealer lien duty
The selling dealer is responsible for filing the title lien on a dealer sale, while the lender should monitor the title record and any suspense notice.
Dealer plates and tags
Special dealer-plate fees and temporary-tag rules remain outside automatic calculation until the current official schedules are fully verified.
Military extensions
Qualifying Guard and Reserve members ordered outside Arkansas may receive additional time after returning to renew and pay without penalty.
Veteran benefits
Disabled veterans and recipients of specified honors may qualify for sales-tax, registration or special-plate benefits based on documentary eligibility.

Provide a current insurance card or policy page with effective and expiration dates when required. A promise to provide insurance later may not satisfy the receiving office.

Include a legible driver license for listed buyers and the authorized signer when a business is purchasing the unit.
Electronic signatures
Include the signature-certificate or audit page. Acceptance can vary by document, office and transaction, so confirm before mailing or funding.
No periodic inspection program
Arkansas does not impose a general periodic safety or emissions inspection for ordinary private registration, but transaction-specific VIN/HIN inspections still apply.
Bill of sale
Use an itemized bill of sale. When a trade is involved, list the trade’s year, make, model and VIN so the tax credit can be supported.
Audit trail
Retain the calculator data version, effective date, official sources, inputs, fee items and verification status with every estimate.
