Title & Proof of Ownership

Generally Titled
Motor vehicles, motorcycles, eligible trailers and vessels are titled. Manufactured homes model year 2000 and newer are titled, with one title per unit.
Application Process
Applications are processed by a Designated Agent. Designated agents and title service providers upload packets through MyDMV; paper applications are not accepted.
Standard Vehicle Fee
$15 base title fee. A $1.50 Designated Agent commission and $1.50 License Plate Issuing Official commission may apply. County-local fees may also apply.
Processing
Vehicle title processing is generally 10–15 days. Vessel title processing is generally 20 days. Quick title service is not available.
Title exemptions and age rules
- Motor vehicles more than 35 model years old are exempt.
- Travel, folding and collapsible camping trailers more than 20 model years old are exempt.
- Utility and pole trailers are generally exempt; gooseneck utility trailers 20 model years old or newer are not exempt.
- Low-speed vehicles, mini-trucks, qualifying motor-driven cycles, qualifying electric bicycles, implements of husbandry and special mobile equipment are exempt.
- ATVs, ORVs, UTVs, snowmobiles, documented vessels, lifeboats and barges are exempt.
- Manufactured homes model year 1999 and older are exempt from title.

Manufacturer’s Certificate of Origin.
Used vehicle
Certificate of Title.
Non-title jurisdiction
Registration Certificate.
Government surplus
U.S. Government Certificate to Obtain Title to a Vehicle (SF97-1).
A bill of sale is also required. Out-of-state titles containing bill-of-sale information are accepted for casual sales only.
Foreign vehicles require ownership, customs, NHTSA, EPA, safety, emissions, anti-theft and translation documents as applicable. Documents written exclusively in another language require an English translation.
Electronic signatures, surrender and inspections
Electronic signatures may be used on title applications and supporting documents, but not on the physical title or MCO. Scanned or transmitted copies must retain a valid handwritten signature where required.
Proof of ownership must be surrendered. Alabama notifies the prior state and checks NMVTIS before issuing title.
VIN/HIN inspection is required when a vehicle or vessel is titled or registered in Alabama for the first time. State-assigned identifiers are handled through MyDMV or ALEA as applicable.
Special, Salvage, Rebuilt & Abandoned Titles
Bonded, distinctive, stolen, salvage, rebuilt, junk, duplicate and corrected-title procedures.
Distinctive Title
Used when a prior jurisdiction did not require lienholders on title. The title warns of a possible undisclosed lien; an ordinary title may be requested after the statutory period if no lien notice is received.
Bonded Title
Applicants use the MyDMV Surety Bond Portal when ownership or lien evidence is insufficient. The bond generally remains valid for three years.
Salvage
Generally applies after a settlement on a vehicle damaged at 75% or more of fair retail value. Non-Designated Agents use MVT 41-1; time limits apply.
Rebuilt
A restored Alabama salvage vehicle must pass DOR inspection before registration or highway use. The inspection fee is $75 plus title fees.
Junk
Junk, parts-only, nonrebuildable and destruction-certificate vehicles are not titled. Dismantlers and recyclers report qualifying units through MyDMV.
Abandoned
Unclaimed vehicles must be reported through the MyDMV portal within required time limits. A 60-day hold protects the owner’s interest.
Duplicate and corrected titles
Replacement title: $15 base plus applicable agent and county-official commissions. The replacement legend protects rights under the original certificate.
Corrected-title applications are processed through a Designated Agent. The current title and supporting statement are submitted. No fee applies when the correction is caused by a department error.
Common Alabama title brands
Lemon Law, Rebuilt, Salvage, Previously Salvage, Flood Damage, Reconstructed, Specially Constructed, Assembled, Frame Change, Parts Only, Undisclosed Lien, Surety Bond, Electronic Title, Multiple Owners and odometer brands.
Lien Law & Electronic Titles
Perfection, release, expiration, assignment, UCC and ELT practices.
Perfection
A vehicle lien is perfected as of creation when the application is made within 30 days; otherwise, as of delivery. Vessel security interests use the applicable vessel rule.
Release
Lien releases may be completed on title, through MyDMV or on a notarized company-letterhead release. Vehicle releases must be submitted within 10 days of satisfaction.
Expiration
Liens are generally considered satisfied after 12 years unless continued. For vehicles older than 12 model years, the period is generally four years. Exceptions apply.
ELT
Titles may be held electronically or sent to the first lienholder. Designated Agents can participate in Alabama ELT. Printing an Alabama ELT currently has no state fee.
Transfer of Title & Repossession
Assignments, joint ownership, deceased owners, powers of attorney and secured-party transfers.
Transfer
Transfer is completed by assignment of title. Designated Agents forward completed application packets within 10 days. Vessel title applications are generally due within 20 days.
Joint Ownership
“And” or no conjunction generally requires both signatures. “Or” or “and/or” creates survivorship and generally permits one signature.
Deceased Owner
Survivorship, next-of-kin affidavit, death certificate and probate documents are used depending on ownership wording and whether the estate is probated.
Power of Attorney
MVT 8-4 is used when the title is held by a lienholder or lost and odometer disclosure is required. MVT 5-13 or another valid POA may be used in other cases.
Repossession requirements
A secured party may repossess after default without judicial process if there is no breach of peace. MVT 15-1, assigned title and required fees are used. The first recorded lienholder does not need a subordinate lien release.
An unrecorded lienholder must first obtain title in the lienholder’s name. Out-of-state repossessions require equivalent documentation and a certified bill of sale when the affidavit does not transfer the unit.
Other transfer rules
- Alabama does not provide a transfer-on-death title beneficiary procedure.
- Notarization of the title assignment is not generally required.
- Odometer disclosure is required unless an exemption applies.
- Individuals must title a vehicle in their name before a later transfer when reassignment space is exhausted.
Registration, Renewal & Permits
Deadlines, county licensing, nonresidents, registration-only cases, renewal and temporary permits.
Application
Vehicle registration is completed through the Vehicle Licensing Office in the county of residence. Newly acquired vehicles generally must be registered within 20 days.
New Residents
Noncommercial vehicles generally must be registered within 30 days after entering Alabama.
Registration Only
When an out-of-state lienholder holds the title, Alabama may issue a registration marked “REG-ONLY” after title-record verification.
Temporary Tag
A Designated Agent temporary tag is generally valid 20 days and costs $2.25. Licensing officials may have authority for longer periods within statutory limits.
Renewal month schedule
Commercial vessels expire in October. Commercial and fleet vehicle registrations generally expire November 30. IRP expiration follows the assigned renewal month.
Commercial, fleet, IRP and nonresident rules
Fleet operators may use the Fleet Online Registration and Tax system. IRP is administered through DOR Motor Carrier Services. Tax proof, Alabama title or application and carrier lease documentation may be required.
Nonresident vehicles not used for hire or commercial purposes may generally operate up to 30 consecutive days if properly registered in the home state and reciprocity applies.
Special permits and penalties
- Late registration: $15 plus interest in qualifying delinquency cases.
- IRP trip or IFTA fuel permit: $20; combined permit: $40; generally valid seven days.
- Mule tag: $300 for qualifying for-hire truck tractors within the statutory operating area.
- Manufactured-home moving permit: $10; dealer exemption applies.
- Federal Form 2290 proof is required for trucks and truck tractors at 55,000 lbs. GVW or more.
Sales, Use & Ad Valorem Taxes
State rates, local rates, credits, exemptions and property-tax classifications.
Sales and use tax details
- The 2.0% state automotive rate is added to applicable local tax.
- Credit may be available for an eligible trade-in, adaptive equipment and tax paid to a reciprocal state.
- Alabama dealers collect applicable state, city and county tax.
- Nonresident drive-out exemptions require timely removal, reciprocity and a completed DOC-1; exclusions apply.
- Casual manufactured-home sales are generally subject to state tax, with a Morgan County exception noted in the source document.
Ad valorem property classes
Class I — 30%: motor vehicles owned by public utilities and used in that business.
Class II — 20%: motorcycles, utility trailers, RVs, certain leases, trucks over 8,000 lbs. GVW and commercial-use vehicles.
Class IV — 15%: private passenger vehicles, SUVs, vans and qualifying private-use pickups 8,000 lbs. GVW or less.
Formula: market value × assessment ratio × applicable millage decimal. Exact county, school and municipal tax districts must be confirmed.
Leases and rentals
Qualifying lessors with an Alabama Rental Tax Number may purchase inventory exempt from sales tax when the rental transaction is subject to rental tax. The state vehicle lease/rental rate is generally 1.5% plus local rental tax. Short- and long-term sourcing rules differ.

Refunds and reductions
Self-propelled campers, farm trucks and farm tractors may qualify for prorated fees. Newly acquired vehicles and vehicles first brought into Alabama may also qualify for proration.
Registration-fee refunds generally require a qualifying disposal before the effective registration year and are issued only when the refund is at least $10.

Vessel title notes
Vessel title eligibility depends on construction date, principal-use date, length, horsepower and statutory exclusions. The title application base fee is $20; Designated Agent and LPIO commissions may each be $5.
Applications are generally due within 20 days after transfer or Alabama becoming the state of principal use. A vessel without a HIN must obtain a state-assigned HIN through ALEA before title application.
Manufactured-home rules and fees
- Model year 2000 and newer homes are titled, one title per unit.
- First title, transfer and cancellation base fee: $20; $5 supports the Alabama Housing Foundation.
- Owner-occupied singlewide registration: $24; doublewide or larger: $48.
- Commercial singlewide: $48; doublewide or larger: $96.
- Base registration is reduced to 75% for homes 10–19 years old and 50% for homes 20 years old or older.
- Qualifying owners age 65 or older may be exempt from the owner-occupied registration fee but remain subject to a $5 issuance fee.
- Title may be cancelled when permanently affixed to real property through the required MyDMV process.
Military & Veteran Provisions
Nonresident military, deployment, Guard/Reserve and distinctive-plate rules.

May be exempt from Alabama ad valorem tax upon submission of the required notarized affidavit.
Deployment
Qualifying resident personnel deployed during the renewal month may avoid late penalties when renewed within 30 days after deployment ends.
Guard / Reserve
Active or retired Alabama National Guard and active Reserve personnel may qualify for a registration-fee exemption on one passenger vehicle with required documentation.
Veteran Plates
Disabled Veteran, Medal of Honor, Purple Heart, Legion of Valor, former POW and Gold Star Family plates have distinct fee and tax rules.

Financial Responsibility
Alabama generally requires minimum liability coverage of $25,000 / $50,000 / $25,000. Proof is required for registration and must be maintained on registered vehicles.
Inspections
No statewide emissions inspection or general motor-vehicle safety inspection is required, although local inspection authority may exist.
Lease Titling
The lessor is shown as owner and the lessee appears in the operator/lessee section. Registration is generally issued in the lessor’s name care of the lessee.

Records may be searched by name, title number, VIN or license number. Fees may apply for registration records, title records, title history and vessel records.
